Education and Experience: Minimum of a Bachelor's Degree from an accredited college or university in a related field. 5+ years of experience in IT project management. In absence of years of experience, certifications or past work may be used to show the level of experience needed to perform at this level.

In addition to program management duties, the position must provide advanced knowledge on enterprise data management, including data governance, data integration, data quality, data sharing, and data warehousing/data mesh database structure. Strong customer focus, including the ability to manage customer needs and multiple work priorities required.

Certifications: Project Management Professional (PMP) preferred.

What you'll do:

The Program Manager manages all aspects of the development and implementation of the Data and Information Sharing program and drives the implementation of the FBI's Data and Analytics strategy, with a focus on implementing and augmenting end-to-end enterprise data management. They will take projects from original concept through final implementation and work with government personnel to ensure quality execution of deliverables, serving as the single point of contact for programs when required.

Responsibilities include:

  • Creates and executes project plans, communication plans, and refined communications products for data management and information sharing initiatives.
  • Researches, documents, and analyzes existing enterprise data management processes or business process gaps on accuracy, effectiveness, and efficiency.
  • Identifies problems and causes and propose solutions to address gaps and business needs.
  • Develops repositories for solutions and best practices to share with the Agency IT/Data community.
  • Tracks solutions and perform trend analysis on effectiveness of solutions delivered.
  • Develops communications, project plans, briefing materials, and varied other written deliverables for executive and enterprise audiences.
  • Manages administrative and logistical duties for multi-division working groups where OCIO leads and supports throughout the enterprise.
  • Supports Government staff to establish and maintain relationships with working level stakeholders within and outside of the OCIO, to include external partners, such as the DOJ and the Intelligence Community.
  • Develops and manage projects to improve policies, processes, and technology to ensure the FBI can share and receive critical data from law enforcement, Intelligence Community, military, public and private sector, and foreign partners at the speed of mission to address all threats.
  • Develops and manage projects to implement enterprise data management controls for collection, storage, access, use, and sharing of data.
  • Develops and manage projects to implement standard data architecture requirements to provide a "single pane of glass" for users to work with data, reducing siloed analytics while improving access to multi-threat data and analytics.
  • Develops and manage projects advancing the Agency's data inventory and data catalog efforts, including implementation of data governance within and through a data catalog.
  • Develops and manage projects that drive additional FBI data governance efforts, including privileged users, data acumen, commercially available information, and data portfolio management. These projects include analysis of the Agency IT/data enterprise to include written products, presentations, and KPIs for duplicative data/tools, data volume, data flows and transformations, compliance and quality control, implementation plans, technical requirements, identification, development, publication, and distribution of new data and API standards, development of repositories for standards and data models, Agile integration, and data mesh.
  • Provides advanced knowledge related to the end-to-end data management in a large enterprise, including backend structure of databases, configuration/configuration management of datasets and information systems, data exchanges between systems to include providence and data transformations, data storage, data file types, data modelling, data analysis, etc. that can serve as the basis for business process mapping, requirements analysis, exploratory and strategic projects, and enterprise data governance functions.
