Position Summary
The Analyst II provides critical support to the Joint Staff J35 South Resource Office by providing organizational and position management services. Responsibilities include complete Human Resources lifecycle support, manpower/human capital research and analysis, technical reviews, assessments, and workforce/personnel programs. The position is on-site at Naval Support Activity Hampton Roads (NSA HR) in Norfolk, Virginia.
Minimum Requirements
Clearance: Active DoD Secret
Education: Bachelor's degree from an accredited institution or at least 10 years of relevant experience in a military or federal government organization
Experience:
- 10 years of progressively responsible experience in personnel/human capital analysis.
- Experience supporting Joint Staff, Combatant Commands, or DoD headquarters-level organizations.
- Experience conducting organizational analysis, personnel management, and manpower/ human capital analysis.
- Experience supporting personnel management tasks (position descriptions, hiring processes, onboarding).
- Hands-on experience with position classification, including factor evaluations and grade determinations.
- Prior involvement in organizational restructuring or transformation initiatives
- Demonstrated success in coordinating taskers and workflow in high-tempo environments
Preferred qualifications:
- Master's degree in Business Administration, Public Administration, Human Resources Management, Finance, or related field
- Professional certifications: SHRM Certification (operational or strategic focus) or Lean Six Sigma Green/Black Belt
Responsibilities
- Conduct personnel program analysis, position classification, and records management in compliance with DoD policies.
- Support organizational restructuring by updating rosters, manning documents, and organizational charts.
- Collaborate with leadership to develop and revise military and civilian position descriptions such that these documents adequately justify the grade and expertise required for each position by the organization's structure.
- Assist J35S to reshape the organization in response to changing operational and staff support requirements.
- Assist the J35S hiring process by coordinating with J3 and human resources offices, and assisting with the integration of new-hired personnel.
- Assist in the preparation of official correspondence and documents for signature, including letters, notices, instructions, and memoranda.
- Prepare official correspondence, command awards, and leadership documentation.
- Administer time and attendance accounts in ATAAPS and DAI-OTL, train personnel, and ensure compliance.
