Position Summary:
Marathon County seeks a collaborative and strategic Human Resources Manager to provide leadership within the Human Resources department. This position assists in the supervision of HR staff, manages key organizational initiatives, and advances countywide HR strategy.
Serving as a trusted advisor to supervisors, department heads, elected officials, and staff the HR Manager provides expert guidance on employment laws, County policies, and best practices to ensure compliance and consistency. The position plays a vital role in cultivating a culture of professionalism, integrity, accountability, and service excellence across all departments.
This position operates under the direction of the Human Resources Director.

- Partner with county leadership to align HR strategies and programs with organizational goals, ensuring consistent interpretation and application of policies across departments.
- Supervise and mentor assigned HR staff, provide coaching, guidance, and performance feedback to support professional growth and high performance.
- Assist with the operation and integrity of the County's HRIS platform, ensure data accuracy, facilitate reporting and analytics, and coordinate system updates, integrations, and facilitate user training.
- Represent the HR Department on cross-functional teams and interdepartmental initiatives related to policy, compliance and employee engagement.
- Respond promptly and efficiently to a wide range of HR-related issues, employee concerns, and workplace conflicts ensuring fair, timely, and compliant resolutions.
- Serve as an objective and steady resource for employees and leaders, demonstrating professionalism and discretion during sensitive or emotionally charged situations.
- Contribute to workforce planning, budgeting, and the development, implementation, and communication of HR policies and programs that support organizational goals.
- Analyze workforce data, employee feedback, and turnover trends to inform decision-making and measure the impact of HR initiatives.
- Monitor changes in federal and state employment laws and recommend policy and procedural updates to maintain compliance.
- Manage responses to public records requests involving personnel or employment matters, ensuring adherence to legal timelines and confidentiality standards.
- Lead or support major HR projects and initiatives, such as classification and compensation reviews, benefit evaluations, or process improvement efforts.
- Ensure compliance with reporting and audit requirements for local, state, and federal agencies, as well as internal policies and procedures.
Qualifications:
- Bachelor's degree in Human Resources, Public Administration, Communications, Business Administration, or a related field.
- HR professional certification (e.g., SHRM-CP, SHRM-SCP, SPHR, IPMA-HR) preferred.
- Minimum of three (3) years of progressive HR experience, including at least one (1) year in a supervisory or leadership role.
- Experience managing or administering a Human Resources Information System (HRIS), including data reporting, system maintenance and user support preferred. Workday experience strongly preferred.
- Public sector HR experience, including collective bargaining and labor relations, strongly preferred.
- Any combination of education and experience that provides equivalent knowledge, skills, and abilities may be considered.
Knowledge, Skills, and Abilities:
- Strong working knowledge of employment laws, public records regulations, and HR compliance requirements.
- Demonstrated ability to interpret and apply federal, state, and local employment laws, statutes, and public-sector HR practices.
- Proficiency with HRIS systems (UKF, Munis, Workday, NeoGov, etc.) and the ability to analyze and leverage HR data to inform decisions and enhance operational efficiency.
- Excellent communication, interpersonal, and presentation skills with the ability to foster collaboration, build consensus, reinforce shared values, and resolve conflict.
- Proven ability to manage staff, lead cross-functional projects, and drive results.
- Strong analytical, problem-solving, and decision-making skills with the ability to make remain calm and objective under pressure.
- Demonstrated skill in handling sensitive and confidential information with professionalism, fairness, and discretion.
- Exceptional organizational and time management skills, ability to balance competing priorities and deadlines while advancing strategic objectives.
- Experience in developing staff capabilities and promoting a culture of accountability, learning, and engagement.
Compensation:
Starting salary: $87,000 - $94,000 based on experience and qualifications +
Marathon County Benefits.
