For almost 30 years, Signal has been managing and expanding behavioral health services in Colorado. Signal is a Behavioral Health Administrative Services Organization (BHASO) which helps ensure access to behavioral healthcare for uninsured, under-insured, and high-risk individuals by coordinating funding, supporting a provider network, and facilitating crisis response systems.

We are a non-profit organization dedicated to providing behavioral health services for youth, adults and families across Colorado. We manage mental health and substance use prevention, treatment and recovery services that are accessible, affordable, and efficacious for consumers of these services. Through effective management and coordination of services, Signal aims to increase efficiencies across behavioral health service systems, to strengthen linkages between human services systems and providers, and to more closely tailor services to the needs and strengths of consumers.

We also support Coloradoans through crisis services and crisis adjacent services for youth and families. Our youth and family service team helps to provide timely access to comprehensive clinical assessment and service linkage for youth with high acuity mental health needs.

WHAT WE ARE LOOKING FOR

We are currently seeking a Quality Improvement Manager - Mental Health to serve as a vital contributor to our Clinical Services team. This strategic role is dedicated to ensuring the integrity and high standards of mental health services and crisis care treatment throughout our network. You will be responsible for the sophisticated development, implementation, and oversight of quality management frameworks, translating deliverables and performance trends into actionable strategies that reinforce our commitment to the BHA and the community we serve.

The mission of our Quality Improvement Manager - Mental Health is to:

  • Drive Clinical Excellence in Mental Health/Crisis: Lead and implement comprehensive quality monitoring processes, ensuring the highest standards of care and documentation for patients receiving mental health services and crisis care treatment.
  • Be the Guardian of Quality: Manage critical incident investigations, complaints, and service denial reviews, ensuring timely resolution and promoting client safety and ethical practices across our provider network.
  • Shape Provider Performance: Conduct regular utilization and clinical chart reviews, developing and tracking Quality Improvement Plans (QIPs) and corrective actions to elevate our partners' performance.
  • Analyze and Influence Strategy: Present key quality trends, data, and findings to executive committees (including the Clinical Risk Management Committee) to directly inform clinical risk mitigation and strategic policy development.
  • Ensure Compliance and Integrity: Oversee provider adherence to contract requirements and documentation standards, coordinating with compliance and operations to meet regulatory deliverables for the Behavioral Health Administration (BHA).
  • Improve Access and Outcomes: Review service diversions and denials to ensure network adequacy and reduce barriers to essential mental health treatment, helping more people access vital care.
  • Collaborate for Impact: Partner closely with clinical leadership, the Medical Director, and crisis program supervisors to create internal quality systems that consistently enhance high-quality service delivery.

Qualified candidates will possess:

  • Master's degree in a relevant area such as Social Work, Counseling, Marriage and Family Therapy, Addiction Counseling, or another related field. Independent licensure or certification preferred. Bachelor's degree may be accepted depending upon additional credentials, work experience and active pursuit of master's degree.
  • Knowledge and experience within the mental health and crisis care field.
  • Knowledge of Colorado's behavioral health delivery system.
  • Experience in behavioral healthcare service delivery and quality monitoring.
  • Experience with quality assurance preferred.
  • State and/or local government, behavioral healthcare entities, or related organizations experience preferred
  • Demonstrates excellent customer relations skills.
  • Ability to pass a background check.
