Business Systems Analyst 3

The duties that the incumbent of the vacancy will be expected to perform. Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.Under the direction of the Project Coordinator, SG-NS, the Business Systems Analyst 3, SG-25, will collect and document business requirements for projects under the Office of Cannabis Management (OCM), within the Office of Information Technology Servies (ITS). The incumbent will liaise with various organizational verticals across ITS and Client Agencies to analyze the business needs of the program. Specific duties will include, but are not limited to the following:
• Collect and document business requirements for projects under the Office of Cannabis Management.
• Analyze business needs of the program and translate them into functional specifications.
• Create detailed business requirements documents (Business Case, Use Case, Test Case, Data Flow Diagrams, Product requirements documents (PRD), Business Process Flows, Business Requirement Document (BRD)).
• Work closely with the stakeholders to ensure requirements are accurately captured and are easy to understand.
• Assist in evaluating and recommending solutions that meet business needs.
• Work closely with development, quality assurance, security, project management and user acceptance testing teams to ensure solutions meet business requirements.
• Collaborate with Salesforce administrator to perform user management, system configuration and data management.
• Lead and mentor a team of Business Systems Analyst resources consisting of state staff and consultants.
• Assist the development and quality assurance teams with testing in development environment.
• Perform the full range of supervisory duties, as applicable.

The minimum qualifications required for this vacancy. Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Business Systems Analyst 3, G-25, OR in a position at the G-23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above. Candidates must be reachable on the current eligible list for this title in order to be list appointed.Preferred Qualifications: Preferred Skills:
• 5+ years of work experience in a Business Analyst role.
• Experience with the Salesforce or another low code platform.
• Excellent communication skills and managing the expectations of stakeholders at all levels of the organization to ensure the alignment with business objectives.
• Experience in writing clear, concise and comprehensive business requirements documents.
• Effective presentation skills.
• Excellent analytical and problem-solving abilities.
• Experience working in an Agile/Scrum development process.
