Job Title: Fiscal Clerk, Senior Resources

Reports to: Director, Senior Resources

Job Status: Classified, FLSA Non-Exempt, Full Time

Salary Range: $ per hour

Job Summary:

The Fiscal Clerk position performs all fiscally related duties for the Ottawa County Senior Resource Department; is responsible for the implementation of all budget related work including pay-ins, billing, receipts payable and budget prep; assists with other administrative and clerical duties such as handling the senior resource phone line and the public with referrals for Senior Resources; maintain all documentation in orderly manner.

Essential Knowledge, Abilities and Skills, Education

· Associate's Degree in a business-related field or at least 2 year of equivalent work experience.

· Have above average computer skills, specifically Microsoft Office applications: Outlook, Word, Excel and Access.

· Knowledge of: fiscal office practices and procedures; Excel; spelling, grammar; and bookkeeping and accounting.

· Ability to communicate effectively and interact with the general public both in person and on the telephone.

· Experience with government/ non-profit accounting practices to include grant and donor management.

· Experience preparing, monitoring, and reconciling budgets for a multi-location organization or government agency.

· Ability to develop, analyze, and track program or departmental budgets within a governmental accounting framework and system.

· Working knowledge of fund accounting principles and budget development processes used in public sector financial management.

· Possession of a current valid Ohio Vehicle Operator's license.

· Ability to manage confidential documents and information.

· Work in a team environment across programs and county agency systems.

Preferred Knowledge, Abilities and Skills, Education

· Knowledge or experience with medical insurance billing.

· Experience in processing of purchase orders and accounts payable and receivables and preparing financial reports.

· Experience coordinating budget activities across multiple sites, departments, or funding sources.

· Proficiency in preparing financial reports and projections to support strategic and operational decisions.

· Two (2) years' experience in an office setting with fiscal responsibilities.

· Familiarity with social service/community based fiscal management a plus.

Essential Functions of the Position

  1. Prepare all purchase orders and vouchers (invoices) for payment

  2. Review invoices for correct charges and handle any discrepancies with vendors

  3. Process receipts and pay-ins and track to be used for grant reporting

  4. Compute and cross check payroll. Upon approval, remit payroll to auditor's office for processing

  5. Compute timesheets, sick leave, vacation and comp time and track; compile leave reports for employees

  6. Update inventories on all asset additions/deletions and transfers; generate internal and auditor's reports as needed; post and manage listings on GovDeals.

  7. Coordinate and review expense travel requests and process for payment as requested.

  8. Prepare monthly and quarterly financial reports for Commissioners, AOoA & PASSPORT as requested.

  9. Develop, analyze, and track program or departmental budgets within a governmental accounting framework and system and work with Director on forecasting and making budget changes/needs.

  10. Understand Line items and PO processes to include transfers acquisitions etc related to Senior Resources budget.

  11. Invoice and monitor contracted and donated services such as rent (church), snow removal, cleaning, maintenance (parts) billings, and phone and computer technologies.

  12. Assist with price comparisons for equipment and supplies with vendors; set up accounts with frequently used vendors

  13. Maintain fiscal filing system of all records: per county, state, city and all contract requirements.

  14. Maintain Records Retention system: per county, state, city and all contract requirements.

  15. Order office supplies/equipment as instructed by Director.

  16. Assist in the coordination of annual training arrangements for SafeServ, CPR, First Aid, Defensive Driving, and Alcohol and Drug Awareness classes; maintain training records.

  17. Provide annual CORSA sight inspections.

  18. Act as relief substitute for Senior Resources Operations Coordinator, which could include daily duties of incoming and outgoing mail, directing visitors, etc.

  19. Ability to answer Senior Resource phone line, directing calls to the proper resource and staff.

  20. Reconcile medical billing for all health insurance and AOOA passport contracts.

  21. Manage Petty Cash.

  22. Managed and pay all invoices to include all online systems: Amazon, GFS, Quill, Utility payments etc.

  23. Understand and pull medical EFT payments from ECHO.

  24. Use the County of Ottawa Authority Finance system for tracking, budgeting, Purchase orders and all financial accounting.

  25. Submit all Bi-annual Ohio Vendor License tax reporting.

  26. Manage Medicaid Account Portal and annual recertification.

  27. Maintain and invoice for all program billing and events to include sponsorships, home care etc.

  28. Work with Director, Operations Manager and Home Assessor on Grant reporting.

  29. Maintain grant records and financial reporting in accordance to each grant and the County Auditor process.

  30. Work with the County departments to include Auditor, treasurer, and commissioners for all financial requirements.

  31. Gain deep understanding of County of Ottawa Departments and processes related to Financial Accounting.

  32. Maintain and bill for AOOA monthly funding: to include understanding of WellSky and all AOOA billing systems, policies, and requirements.

  33. Attend Financial training related to AOOA, ODA, County of Ohio etc.
