The PM will provide strategic and operational leadership across multiple task areas—Contract Management, Ticketing Software Sustainment, Tier I Operations, and Tier II Support—ensuring 24×7×365 mission readiness and excellence in customer support for the Defense Personal Property Program (DP3).

The ideal candidate has deep experience managing large-scale DoD IT service delivery programs, a proven record of leading multidisciplinary technical teams, and a strong understanding of ITIL-based service management, Agile development, cybersecurity compliance, and customer engagement within a high-visibility federal environment.

Responsibilities

  • Serve as the primary point of contact with the Contracting Officer's Representative (COR), DTSC Program Manager, and USTRANSCOM leadership
  • Lead, coordinate, and oversee all contract activities to ensure compliance with performance standards, schedules, and deliverables
  • Manage program operations across all four task areas, including ServiceNow sustainment, Tier I/II Help Desk operations, and customer self-service support
  • Provide strategic oversight of incident, problem, and change management using ITIL v4 principles and ISO/IEC best practices
  • Conduct monthly Program Management Reviews (PMRs), Monthly Status Reports (MSRs), and risk/issue tracking with clear, data-driven insights
  • Oversee a diverse technical team of Help Desk Managers, Tier I/II Support Engineers, Liaisons, and Security/Compliance staff
  • Ensure full compliance with DFARS , NIST SP 800-53, and DoD cybersecurity and OPSEC policies
  • Manage budgets, staffing, subcontractor performance, and operational priorities within cost and schedule constraints
  • Foster a culture of collaboration, accountability, and continuous improvement consistent with CMMI Level 3 and ISO 9001 frameworks

Required Qualifications

  • PMP certification
  • Active DoD SECRET clearance (or SECRET eligibility with interim)
  • Bachelor's degree in Information Systems, Computer Science, Engineering, or a related discipline
  • 10+ years of experience managing IT service delivery or systems engineering programs for the U.S. Government, including at least 5 years of DoD or USTRANSCOM-related experience
  • Demonstrated leadership of programs exceeding $10M+ in total value with distributed technical and operational staff
  • Strong understanding of ITIL v4, CMMI Level 3, ISO/IEC , and Agile methodologies
  • Experience managing ServiceNow (or equivalent ITSM platform) sustainment and omnichannel support environments
  • Excellent written and verbal communication skills, including executive-level briefings and customer engagement

Preferred Qualifications

  • Security+ CE
  • ITIL v4 Foundation or Intermediate certification
  • Agile Scrum Master or equivalent Agile certification
  • Familiarity with DoD data handling, DFARS compliance, Section 508 accessibility, and continuity of operations (COOP) planning
  • Experience leading help desk operations, application sustainment, or system modernization programs in a government environment
