Minimum Requirements
Preferred Qualifications:

  • Bachelor's degree in Facilities Management, Engineering, Architecture, Public Administration, or a related field (master's preferred) AND 7 years of progressively responsible experience in facilities management or a related field, including at least 3 years in a leadership role.
  • Demonstrated experience managing large-scale capital projects and complex facilities portfolios.
  • Strong knowledge of building systems, construction practices, and regulatory compliance.
  • Proven ability to lead teams, manage budgets, and communicate effectively with diverse stakeholders.

Position Summary
The Director of Facilities Management is a senior leadership position responsible for overseeing the strategic, operational, and financial performance of Allegheny County's facilities portfolio. This role ensures the effective planning, development, maintenance, and operation of all County-owned properties. The Director will lead a multidisciplinary team and collaborate with internal and external stakeholders to deliver safe, efficient, and sustainable environments that support the County's mission and services.

Overview
Duties:

Strategic Planning and Management

  • Develop and implement a long-term facilities master plan aligned with County goals and priorities.
  • Lead and/or contribute to strategic initiatives related to sustainability, energy efficiency, and space optimization.
  • Establish performance metrics and reporting systems to evaluate departmental effectiveness.
  • Advise County leadership on facilities-related policy, risk management, and compliance matters.
  • Monitor industry trends and emerging technologies to inform strategic decision-making.
  • Support and adhere to workplace safety initiatives and policies administered by the Office of Worker Safety.

Capital Projects

  • Oversee the planning, design, and execution of capital improvement projects, including new construction, major renovations, and infrastructure upgrades.
  • Ensure projects are delivered on time, within scope, and on budget while meeting quality and regulatory standards.
  • Coordinate with architects, engineers, contractors, and regulatory agencies throughout project lifecycles.
  • Develop and manage capital project budgets and schedules in collaboration with the Department of Management & Budget and other departments.

Maintenance and Operations

  • Direct the maintenance and repair of County facilities, systems, and equipment to ensure safety, functionality, and code compliance.
  • Implement preventive maintenance programs and emergency response protocols.
  • Oversee custodial services, groundskeeping, and environmental health and safety programs.
  • Ensure compliance with all applicable federal, state, and local regulations, including ADA, OSHA, and environmental standards.

Staff Leadership and Oversight

  • Lead, mentor, and develop a diverse team of facilities professionals, including managers, technicians, and administrative staff.
  • Foster a culture of accountability, collaboration, and continuous improvement.
  • Establish clear performance expectations and conduct regular evaluations.
  • Promote workforce development, training, and succession planning.

Budget and Financial Oversight

  • Develop and manage the department's annual operating and capital budgets.
  • Monitor expenditures, identify cost-saving opportunities, and ensure fiscal responsibility.
  • Prepare financial reports and present budget recommendations to County leadership.
  • Pursue and manage grants, contracts, and other funding sources to support facilities initiatives.

Knowledge Of

  • Building systems (HVAC, electrical, plumbing, structural), preventive maintenance, and lifecycle management.
  • Capital project planning, design, construction management, and renovation of public buildings.
  • Government procurement laws, bidding processes, and vendor management.
  • Operating and capital budgeting, cost estimation, and financial reporting.
  • Federal, state, and local codes and regulations (e.g., ADA, OSHA, environmental, fire/life safety).
  • Green building practices, energy efficiency programs, and sustainability initiatives.
  • Facility-related emergency response planning, continuity of operations, and risk mitigation.
  • Workplace safety programs.

Skill In

  • Managing complex projects, including scope, schedule, budget, and stakeholder coordination.
  • Managing multidisciplinary teams, contractors, and union/non-union staff.
  • Excellent written and verbal communication skills for engaging with elected officials, department heads, staff, and the public.
  • Navigating and utilizing facilities management systems (e.g., CMMS), building automation systems, and project management tools.
  • Overseeing day-to-day operations while advancing long-term capital projects.

Ability To

  • Develop and implement long-term facilities plans aligned with organizational goals and community needs.
  • Negotiate contracts, resolve disputes, and manage competing priorities diplomatically.
  • Assess facility issues, evaluate option, and implement effective solutions.
  • Read and interpret blueprints, specifications, and engineering reports.
  • Monitor and enforce compliance with safety, environmental, and building regulations.
  • Work across departments and with external partners to achieve shared goals.
  • Lead through change, including modernization efforts, policy shifts, and emergency situations.
