Position Summary
The Nursing Director is an administrative level manager for one or more specialty care areas within the Patient Care Services Division. He/she assumes responsibility and accountability for the overall functioning of assigned units/programs/service, working in cooperation and collaboration with management nurses assigned
to each unit/program/service to assure optimal patient care.
Directs the delivery of nursing services and safe patient care which are integrated with business plans that meet or exceed cost, quality, clinical, and utilization standards and performance measures.
In addition to performing the essential functions listed below, may also be assigned other duties as required.
Qualifications
- Current California RN license required.
- Master's Degree in Nursing from an accredited nursing program or equivalent degree preferred.
- Certification Emergency Nurse (CEN) preferred.
- Current BLS, ACLS, PALS required.
- Five (5) years nursing practice within the Emergency Department as a staff RN required.
Demonstrated 5 years of progressive supervisory and leadership experience in Emergency Department nursing leadership required.
Essential Job Responsibilities
- In conjunction with the Assistant Vice President, Chief Quality Officer, defines and establishes the department's philosophy; goals and ·objectives directed at achieving high quality patient care in accordance with the mission and strategic plan of the organization.
- Collaborates with Nurse Managers/Assistant Nurse Managers to establish staffing requirements, recruitment, and selection and retention policies for personnel in the specific units/programs/services of responsibility.
- Collaborates with the Physician Chief of Staff/Medical Directors.
- Utilizes available resources to problem solve effectively.
- Accountable for financial performance, budget management and resource allocation of assigned services.
- Performs assessment and data collection in an ongoing and systematic manner.
- Assesses developmental, learning, or other special needs of nurse managers, staff, patients, and families.
- Assures that staff competencies are appropriate and validated so that they can perform the skills necessary to the kind of nursing actions to be take.
- Evaluates the effectiveness of Unit and Division Operations and adjusts priorities as needed.
- Supports role and standards-based practice through role modeling, monitoring, precepting evaluating, and providing feedback.
- Prevents the acquisition of Hospital Associated Infections (HAIs) by adhering to hand hygiene practices and Infection prevention polices and initiatives.
- Assumes responsibility for projects/tasks and completes within designated time frames.
- Responsible for job descriptions, certifications, licenses, performance standards and performance evaluations of all personnel in units/programs/ services of responsibility.
- Functions as a resource in clinical specialty, demonstrating competency in clinical judgment, selected technical skills, and evidenced based practices.
- Informs the AVP, CQO of activities, needs and problems within areas of responsibility.
- Assumes responsibility for committees and task forces at the divisional level and participates and represents defined specialty area and division on various hospital and medical committees.
- Ensures coordination, integration, and management of pertinent information through critical thinking and decision making.
- Based on job knowledge, able to direct and manage clinical situations through understanding of roles.
- Demonstrates analytical skills by using decision making authority, and scientific knowledge in order to implement action plans.
- Analyzes and uses data and improvement suggestions obtained through shift reports, unit-based huddles, and interaction with staff at the frontline board.
- Utilizes the Professional Practice Model and creates a supportive environment for practice by the professional RN role.
- Plans, organizes, directs and controls defined/assigned specialty areas within the Patient Care Services (PCS) division in compliance with regulatory/evaluative agency codes and standards and legal regulations to assure that nursing services provide for safety, comfort, hygiene, protection, disease prevention, and restorative measures for the patient population served.
- Participates in hospital planning, decision making, and policy formulation as a member of the hospital administrative staff.
- Plans, develops, implements, and controls the annual budgets for areas of responsibility in collaboration with appropriate Nurse Manager(s).
- Collaborates with Nurse Managers, Clinical Nurse Specialists, and the Education department to promote staff education programs including orientation, continuing education, skill review and training, and other programs as defined by regulatory/evaluative agencies.
- Functions to establish priorities of unit operations based on essential patient needs and available unit resources of time, personnel, equipment, and supplies.
- Delegates tasks based on the legal scope of practice, and on the preparation and capability needed in the task to be delegated. Supervises delegated tasks appropriately.
- Develops and implements mechanisms for collaboration between nursing staff members, physicians, and other clinical practitioners.
- Analyzes and utilizes outcome data, and performance standards to further develop the workforce ability to engage in role and standards-based practice and care delivery.
- Assures that strict confidentiality guidelines are adhered to by all staff members, both intra-and interdepartmentally.
- Acts as the clients advocate by initiating action to improve healthcare, or to change decisions or activities that are against the interests or wishes of the client, and by giving the client the opportunity to make informed decisions about healthcare before it is provided.
- Demonstrates awareness and sensitivity to patients' rights and the patient first ethic.
- Participates in community-based activities representing the interests of Washington Health.
- Demonstrates consistent and effective communication skills using interest-based communication and following the chain of command.
- Promotes professional and clinical growth and technical expertise of all staff members with areas of responsibility
- Demonstrates professional responsibility by developing, maintaining and following Hospital, Division, and unit-based policies and procedures as well as Memorandums of Understanding.
- Plans and coordinates in interdisciplinary performance improvement activities, and unit-based quality assurance and improvement activities
- Develops and maintains annual quality blueprints for assigned departments and ensures the collection, analysis, and submission of quality data within defined timelines.
- Assures staff provide quality customer service and respond appropriately to customer compliments and complaints. Follows up on customer feedback
- Seeks to improve operations, keep staff informed, and reduce the cost profile of unit or service
- Plans for improving the clinical competency and leadership skills of managers and unit staff members, maintaining accurate records, and evaluating effectiveness of actions
- Participates in shared governance to support division/hospital wide strategic initiatives
- Demonstrates an awareness of self-responsibility and accountability for improving own level of practice
- Provides direction, supervision, and counseling to enhance job performance and professional growth.
- Engages in professional development that increases knowledge and skill related to the professional role, accountability, evidence-based practice and supervision of others

- Demonstrates awareness of, and compliance with patient safety and regulatory licensing standards; i.e. Joint Commission, Title 22, OSHA, EMTALA, HIPAA, CMS, CDPH, CA Privacy law and other service specific regulations
- Prepares and maintains clinical and administrative records and reports as needed/required to reflect the overall performance of the specialty area
- Collaborates with nurse managers/assistant nurse managers to assure that regulatory/evaluative agency standards are met.
- Demonstrates knowledge of the legal issues and liabilities in all aspects of patient care. Promotes safe practice to reduce risk.
