Position Overview
The Outside Plant (OSP) Site Foreman plays a critical leadership role in overseeing the planning, execution, and completion of fiber optic and telecom infrastructure projects — specifically the OSP portion. This role is responsible for ensuring safety, quality, and productivity across all field operations, as well as coordinating closely with internal teams, contractors, and municipal authorities.
The ideal candidate is a detail-oriented leader with strong experience in telecom or fiber construction, exceptional organizational skills, and a commitment to delivering projects on time, within scope, and to the highest standards of safety and quality.
Key Responsibilities
Project Planning & Execution
- Lead and manage the lifecycle of OSP construction projects.
- Define project scope, deliverables, and timelines in collaboration with management and stakeholders.
- Identify risks and develop mitigation strategies to ensure schedule adherence and quality standards.
Leadership, Communication & Administration
- Provide daily updates and weekly summaries to leadership regarding project progress, milestones, and issues.
- Maintain accurate administrative records including permits, contracts, change orders, and site logs.
- Collaborate with office management to ensure accurate documentation and timely reporting.
Field Oversight & Team Management
- Supervise field crews and subcontractors to maintain quality, productivity, and compliance.
- Conduct regular site inspections and walkthroughs to verify alignment with engineering plans and specifications.
- Foster a positive, safety-driven team culture while addressing performance issues promptly.
Safety & Regulatory Compliance
- Enforce Luck Grove's safety protocols through briefings, toolbox talks, and audits.
- Ensure full compliance with OSHA and local/state construction regulations.
- Lead investigations of incidents or violations and implement corrective measures.
Inventory & Resource Control
- Oversee site and warehouse organization, including inventory of tools, materials, and equipment.
- Coordinate procurement, deliveries, and stock replenishment as needed.
- Collaborate with office management to verify invoices and maintain system accuracy.
Stakeholder & Client Coordination
- Serve as the primary liaison between clients, engineers, permitting agencies, and vendors.
- Attend meetings with municipalities and utilities to facilitate project progress.
- Communicate updates clearly and professionally to all external stakeholders.
Quality Assurance
- Ensure all work meets Luck Grove's quality benchmarks and engineering specifications.
- Conduct inspections, manage punch lists, and oversee rework where required.
- Collaborate with design teams to resolve constructability challenges.
Process Innovation & Team Development
- Identify opportunities to improve construction methods, tools, and workflows.
- Mentor junior managers and field personnel to develop technical and leadership skills.
- Participate in post-project reviews to identify lessons learned and process improvements.
Community & Environmental Stewardship
- Maintain positive relationships with local communities and minimize disruption during construction.
- Enforce sustainable practices and compliance with environmental regulations.
Performance Goals
- Oversee and manage all OSP-related construction activities, including supervision of field crews, contractors, and subcontractors.
- Ensure project schedules are met or exceeded, with minimal safety or quality issues.
- Verify project deliverables and documentation accuracy through internal software.
- Communicate safety concerns or project risks promptly to management.
- Maintain warehouse organization, cleanliness, and operational readiness.
Qualifications
Required
- Minimum 5 years of experience in OSP or telecom construction management.
- Proven knowledge of safety standards and best practices.
- Strong leadership, communication, and problem-solving skills.
- Proficiency with project management tools and documentation systems.
Preferred
- Bachelor's degree in Construction Management, Civil Engineering, or a related field (or equivalent experience).
- PMP certification or equivalent project management credential.
- Experience with fiber optic installation, splicing, and testing.
- Familiarity with California permitting processes and utility coordination.
- Knowledge of warehouse and inventory management systems.
