Purpose
Assist in planning, managing, coordinating, monitoring, and inspecting the progress of a variety of public stormwater projects from plan conception through post completion.

Responsibilities
Key Responsibilities
Leadership and Direction

  • Receive broad guidance from senior-level management relating to overall key objectives, critical issues, new concepts, and policy matters and general parameters for execution. Assist in managing people, projects, and/or processes to ensure effective execution. May review work produced by staff for quality assurance.

At The Operational And Company Level

  • May act as key point of contact for interdepartmental communications for a branch office, business unit / service line.
  • In conjunction with Marketing, support aspects of proposal preparation and contract pricing.
  • Assist project managers and local / Business Unit management team with revenue projections and budgeting.
  • Act as liaison between the management team and other technical staff, as needed.
  • Proactively communicate with internal and external constituents, acting as key point of contact for client.
  • Provide operational support to stakeholders by tracking timelines and ensuring project goals are being met.
  • Provide support in developing and improving internal processes while supporting strategic and tactical planning and execution.
  • May manage platforms and systems related to project development and management of the branch office, business unit / service line.

Do the Work

  • Assist in managing the planning and execution of the non-design aspects of stormwater management projects, including monitoring project schedules, reporting, cost estimates and budgets, and tracking of team activities.
  • Administer contracts for the maintenance, inspection, design, and construction of stormwater projects and monitor the progress of work performed by contractors. Review all project contractual documents for conformity and quality assurance.
  • Conduct site inspections, reviews and prepares reports to ensure high quality projects are being delivered within the established contract scope and specifications, budget, construction plans, and applicable regulatory standards. Performs quality control on site-collected data.
  • Review plans, specifications, and construction cost estimates prepared by outside consultants, including review with various municipal departments as appropriate.
  • May provide public outreach on projects and programs.
  • Create and maintain project documentation, including timelines, resource plans, and meeting minutes. Prepare presentations and ongoing status reports.
  • Establish and maintain essential project documentation and conduct post-project evaluations to assess results for stormwater regulatory compliance and identify opportunities for continuous project management and execution of improvements.
  • Research, monitor, and analyze data to provide insight and recommend action if necessary.
  • Assist local management team in preparing schedules and project budgets.
  • Assist in responding to Requests for Proposal (RFP), ensuring compliance with requested requirements.
  • Coordinate multiple projects concurrently.
  • Monitor and communicate project progress and scope to key constituents and adapt to changes.
  • May assist Accounting in providing and/or reviewing monthly billing information and maintaining project information in Bowman's accounting systems.
  • Using past metrics, work closely with management and Marketing on proposals and contracts for prospective projects.
  • Work to streamline operational processes through SOPs, software development, etc.

Qualifications

  • Bachelor's degree Civil Engineering, Environmental Science, Geology, or related field preferred, or equivalent commensurate experience.
  • Five or more (5+) years of relevant experience coordinating or managing projects in the AEC or similar engineering consulting disciplines, industries, or other technical arenas.
  • Ability to successfully manage and deliver multiple, concurrent stormwater projects, activities, and tasks on time, within scope, and within budget.
  • Knowledge of federal, state, and local regulations, policies, and programs dealing with stormwater, flood management, water quality, and wetlands.
  • Demonstrated ability to provide a high level of project accountability and ownership from inception through completion.
  • Ability to develop work plans including work breakdown structures, project milestones, risk assessment/management plans, staffing needs, and project timelines.
  • Ability to read and work from blueprints, design plans, rough sketches, and oral and written instructions
  • Proficient in ArcGIS and other stormwater management software.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and web browsers (Microsoft Edge and Google Chrome).
  • Solid computer/technology skills (Microsoft Office, CADD, GIS).
  • Familiarity with Deltek and PandaDoc preferred.
