MAJOR FUNCTION 

Traffic Signal Technician I 

Skilled technical work in the installation and maintenance of traffic signal equipment. 

Traffic Signal Technician II 

Advanced skilled technical work in the installation and maintenance of traffic signal equipment.

 Traffic Signal Technician III

Skilled technical work in the installation and maintenance of traffic signal equipment.

ILLUSTRATIVE DUTIES 

Traffic Signal Technician I 

Performs construction, fabrication, and repair tasks and procedures necessary to install and maintain all computerized traffic signal control hardware including vehicle detection. Performs preventative maintenance on and installs all types of traffic control and signal equipment including Intelligent Transportation Systems (ITS) hardware and software. Analyzes, tests and repairs all types of signal equipment in the shop and the field. Assists in the installation of concrete signal poles and span cable. Cuts, threads and mounts conduit. Assembles equipment in preparation for installation. Investigates and repairs reported traffic signal problems. Assists in flagging traffic and signing work zone. Repair roadway lighting. May perform monitoring and troubleshooting activities within the Traffic Management Center (TMC). 

Performs related duties as required. 

Traffic Signal Technician II 

Thorough knowledge of inventory of traffic signal equipment. Ability to "problem solve". Trouble shoots traffic control equipment such as solid analog, digital, microprocessor, and electromechanical controllers. Makes necessary repairs as needed. Modifies traffic control equipment, controllers, and cabinets. Performs operational checks on all traffic signal equipment. 

Performs construction, fabrication, and repair tasks and procedures necessary to install and maintain all computerized traffic signal control hardware including vehicle detection. Performs preventative maintenance on and installs all types of traffic control and signal equipment including Intelligent Transportation Systems (ITS) hardware and software. Maintains and installs signalized intersections which include electrical wiring, overhead signals, and hardware, underground wiring for school zones, flashing stop signs, and traffic control devices at intersections. Programs microprocessor controllers. 

Maintains various records on equipment repairs and modifications make in the shop and field. May answer telephone and log complaints. Assists in ordering equipment from different vendors and completing requisitions and correspondence. Certifies equipment repairs. Determines need for equipment repairs. Participates in seminars and schools offered by vendors. May act as lead person in field, if most senior technician is not present. May perform monitoring and troubleshooting activities within the Traffic Management Center (TMC). 

Performs related duties as required. 

Traffic Signal Technician III

Determines need for equipment repairs. Participates in seminars and schools offered by vendors. May act as lead person in field, if most senior technician is not present. May perform monitoring and troubleshooting activities within the Traffic Management Center (TMC). Assists Chief with training of newly hired employees. Assists Chief with special projects and issues as they arise.

Performs related duties as required.

KNOWLEDGE, ABILITIES AND SKILLS 

Traffic Signal Technician I 

Knowledge of the methods, practices, techniques and materials related to the electrical, electronics and traffic signal trade. Ability to read and work from plans and schematics. Ability to drive, operate and maintain hydraulic bucket truck or lift platform truck. Ability to work at heights up to fifty (50) feet. Ability to use tools and equipment of the electrical and electronics trade as used in this position. Ability to learn applicable occupational hazards and safety precautions. Ability to understand and follow oral and written instructions. Ability to make independent decisions. Ability to read road maps. Ability to read and write. Ability to complete forms and records. Ability to perform job duties in all weather conditions.

Ability to see and hear at a normal level. Ability to ambulate independently, bend, stoop, sit, and stand. Must be able to push, pull, lift or carry materials of five (5) pounds or greater with the maximum weight being forty-five (45) pounds. 

Traffic Signal Technician II 

Knowledge of the methods, practices, techniques and materials related to the electrical, electronic and traffic signal trade. Knowledge of standard practices, methods, and tools used in the installation of traffic signals. 

Knowledge of occupational and safety precautions applicable to job tasks. Ability to read, understand and work from plans and schematics. Ability to drive, operate and maintain a hydraulic bucket truck or lift platform truck. Ability to work at heights up to fifty (50) feet. Ability to understand and follow oral and written instructions. Ability to make independent decisions. Ability to read road maps. Ability to become familiar with the roadway/highway systems within Polk County. Ability to read and write. Ability to complete forms and records. Ability to perform job duties in all weather conditions. Should exceed Traffic Signal Technician I requirements especially as required to make independent decisions. Ability to see and hear at a normal level. Ability to ambulate independently, bend, stoop, sit, and stand. Must be able to push, pull, lift or carry materials of five (5) pounds or greater with the maximum weight being forty-five (45) pounds. Some computer knowledge required. 

Traffic Signal Technician III

Knowledge of the methods, practices, techniques, and materials related to the electrical, electronic and traffic signal trade. Knowledge of standard practices, methods, and tools used in the installation of traffic signals. Knowledge of occupational and safety precautions applicable to job tasks. Ability to read, understand and work from plans and schematics.

Advanced computer knowledge required. Ability to meet with Contractors, vendors, and other agency employees in a professional manner in the absence of the Signal Supervisor or Chief.

MINIMUM QUALIFICATIONS 

Traffic Signal Technician I 

Graduate of an accredited high school or possess an acceptable equivalency diploma and possess certification in Safety in the Work Zone and Level 1 Traffic Signal Technician as issued by the IMSA- International Municipal Signal Association,

or:

Graduate of an accredited high school or possess an acceptable equivalency diploma and demonstrate knowledge of basic electronics and/or electricity. Courses in basic electronics or computer repair are preferred. Must acquire certification in Safety in the Work Zone and Level 1 Traffic Signal Technician as issued by the IMSA- International Municipal Signal Association within one (1) year of employment.  Failure to obtain this certification with none (1) year of employment may result in termination of employment.

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment. Must possess or obtain a valid Florida Class "B" Commercial Driver's License within three (3) months of employment within this classification.

Traffic Signal Technician I "Trainee" Status:

Persons not meeting minimum requirements, not demonstrating an understanding of basic electronics and/or electricity may be hired as a trainee and shall be eligible for benefits as described for regular full-time employees but will be hired at five percent less than the classification's minimum rate for each year of experience, education or certification/degrees required.

"Trainee" Requirements:

Obtain certification in Safety in the Work Zone and Level 1 Traffic Signal Technician as issued by the IMSA-International Municipal Signal Association within one (1) year. Failure to obtain this certification with none (1) year of employment may result in termination of employment.

Traffic Signal Technician II 

Graduate of an accredited high school or possess an acceptable equivalency diploma and possess a Level II Traffic Signal Certificate (Technician or Electrician option) as issued by the IMSA- International Municipal Signal Association,

or:

must have a minimum of two (2) years' experience in traffic signal operations including completion of a certified training program in electronics. Must obtain a Level II Traffic Signal Certificate (Technician or Electrician option) as issued by the IMSA- International Municipal Signal Association within six (6) months of employment. 

Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment. Must possess or obtain a valid Class "B" Commercial Driver's License within one (1) month of employment within this classification. 

A comparable amount of training and related experience may be substituted for the minimum qualifications with the exception of the required licensure and certifications. 

Traffic Signal Technician III

Graduate of an accredited high school or possess an acceptable equivalency diploma and possess a Level III Traffic Signal Certificate (Technician or Electrician option) as issued by the IMSA- International Municipal Signal Association and certification in TTC (Temporary Traffic Control). Must have a minimum of five (5) years' experience in traffic signal operations and maintenance.

Must possess a valid Florida Driver's License and a Class (B) Commercial Driver's License

SPECIAL REQUIREMENTS 

Traffic Signal Technician I, II and III 

Must perform after hour call-out in emergency and on rotational basis. 

Must have a home telephone at the time of employment as employee is subject to call for emergencies. 

This position shall be required to report for work when a declaration of emergency has been declared in Polk County.
