RESPONSIBILITIES

The Senior Director of Revenue Recovery and Protection is a senior leader responsible for advancing MTA Bridges and Tunnels' Authority-wide efforts to safeguard and optimize revenue.

Reporting to the Vice President of Revenue Recovery and Protection, this role provides both strategic leadership and operational oversight for programs designed to reduce fraud, enforce compliance, and protect critical revenue streams, ensuring alignment with organizational goals and regulatory requirements.

The Senior Director translates enterprise strategy into actionable policies and initiatives, overseeing the design and execution of programs that address toll evasion, counterfeit or fraudulent license plates, and other threats to revenue integrity.

A key focus is ensuring the effective operation of revenue protection within the Central Business District Tolling Program and open-road tolling systems, safeguarding customer trust and the Authority's financial sustainability.

Under Vice President's supervision this role is accountable for:

Developing and executing enforcement and compliance strategies that target persistent toll violators and fraudulent activity.

Leveraging data and analytics to identify patterns, design interdiction strategies, and inform decision-making.

Overseeing investigations and collaborating with law enforcement partners to address fraud, evasion, and criminal activity.

Managing staff and resources to ensure effective daily operations, while fostering accountability and continuous improvement.

Monitoring performance and reporting outcomes to senior leadership, ensuring initiatives meet financial, operational, and customer service goals.

As a member of the Revenue Recovery and Protection leadership team, the Senior Director represents the Vice President in high-level initiatives, drives cross-agency coordination, and ensures the Authority's tolling systems remain fair, transparent, and financially secure.

QUALIFICATIONS

Bachelors degree business administration, government, operations management, or related field.

Twelve (12) years of progressively responsible experience managing and directing large scale bridge, tunnel, and highway operations in a high-volume urban environment as well as progressively responsible law enforcement experience and/or practices.

At least eight (8) years in a management or supervisory role in a large, multi-faceted organization overseeing enforcement, compliance, revenue protection, or related programs in a complex organization.

An equivalent combination of education and experience may be considered.

Proven experience in management and operations of bridge and tunnel facilities and personnel, administrative processes, policies and procedures, collective bargaining agreements, performance metrics, traffic management, incident/emergency management, budget development, budget management, and asset management.

Valid Driver License in the State of New York

Proficient in Microsoft Office Suite and document management software.

Knowledge of investigative methods, procedures and prosecuting individuals suspected of criminal activity in the State of New York.

In-depth knowledge and understanding of statutory law; TBTA Rules and Regulations, NYC Rules and Regulations, NYS Vehicle Traffic Law, NYS Penal Law; and other regulations inclusive of federal regulations.

Demonstrated project management experience coordinating and implementing programs with multiple internal and external departments and agencies.

Strong communication skills

Ability to respond to any authority location on a 24/7 basis when required.

PREFFERED

Advanced degree (Master's in Public Administration, Criminal Justice, or MBA)

Experience working in a high-security or transportation-related industry.

Familiarity with MTA operations, bridge/tunnel security, or revenue protection strategies

Significant experience in program management for government agencies or businesses with highly complex systems

Experience in data analytics, trend analysis, and performance monitoring to drive operational outcomes.

Strong background in budget management, resource allocation, and contract administration.

Experience with technology equipment and software, such as, License Plate Readers, Mobile Data Terminals, TraCs.

Extensive knowledge of MTA Bridges and Tunnels (TBTA) Collective Bargaining Agreements (Bridge and Tunnel Officers, Superior Officers Benevolent Association, Maintenance).

In-depth knowledge of tolling operations, congestion pricing, open-road tolling, or similar revenue collection systems
