Home City Development, Inc. (HCDI) is a nonprofit real estate organization dedicated to creating and preserving affordable housing while stabilizing and empowering residents to build brighter futures in Western Massachusetts.

Position Overview:

The Director of Finance is a key member of HCDI's leadership team, responsible for overseeing both organizational finance and project-level financial management. This position will play a critical role in ensuring fiscal sustainability, strengthening internal capacity, and guiding HCDI through the transition from outsourced accounting to in-house financial management. The Director of Finance will be a strategic advisor to the Executive Director and Board of Directors, ensuring that financial decisions align with HCDI's mission and long-term goals.

Essential Functions:

Organizational Finance Management

  • Oversee all aspect of organizational financial operations, including accounting, payroll, accounts payable/receivable, banking, and cash management.
  • Develop and monitor the organization's annual operating budget and capital budget; provide regular variance analysis and actionable recommendations.
  • Lead financial planning, forecasting, and liquidity management to ensure sustainable operations.
  • Manage organizational reserves, investments, and debt obligations.
  • Maintain and improve financial systems, internal controls, and policies to ensure accountability and transparency.
  • Serve as staff liaison to Finance Committee, preparing financial statements, dashboard reporting, and reports for Executive Director and Board review.

Affordable Housing Finance & Development Support

  • Oversee and assist in managing the financial aspect of real estate development projects, including sources/uses of funds, pro forma modeling, and partnership structures.
  • Oversee project-level financial management, including construction draws, developer fee tracking, and compliance with investor/lender requirements.
  • Ensure compliance with funders, investors, tax credit programs, and government agencies.
  • Assist in the management of financial closings and ongoing reporting for LIHTC, HOME, CDBG, and other affordable housing programs.

Compliance, Audit, & Risk Management

  • Ensure compliance with GAAP, nonprofit reporting requirements, and affordable housing program regulations.
  • Manage all financial and governmental reporting for interim reporting and year-end audits, and prepare or review all schedules as requested from auditors.
  • Monitor risk exposure and ensure adequate insurance coverage, internal controls, and safeguards.

Leadership & Team Development

  • Transition finance functions from outsourced provider to in-house operations.
  • Provide training and support to staff on financial policies, budgeting, and compliance.
  • Contribute to a culture of communication, collaboration, accountability, and performance.

Requirements & Qualifications (Education & Experience):

  • Bachelor's degree in Accounting, Finance, or related field required; CPA or MBA strongly preferred.
  • 7-10 years of progressively responsible experience in nonprofit finance, accounting, or affordable housing development.
  • Strong knowledge of GAAP, nonprofit compliance, and federal/state housing finance programs.
  • Experience in both organizational finance (budgets, audits, reserves) and project finance (pro formas, LIHTC, development budgets).
  • Skilled at financial modeling, forecasting, and liquidity management.
  • Strong leadership, communication, and analytical skills.
