Under the direction of the Chief Building Official, the Deputy Building Official organizes, plans, and coordinates the various activities associated with the construction permit process. Typical assignments involve analyzing complex building proposals, resolving conflicts, and ensuring compliance with local codes, ordinances, state, and federal laws. Work is performed under general direction of the Chief Building Official, with the Deputy providing initiative, discretion, and independent judgment in the performance of duties based on extensive knowledge of building codes, state law and City policies, procedures, and operations.

  • Serve as the inspector for all development including electrical, plumbing, mechanical and structural.
  • Issue detailed correction notices wherever code violations are discovered or when brought forward by other City personnel, agencies, or citizens.
  • Provide information and assistance to correct violations and, when appropriate, issue and post stop work orders when code violations necessitate complete work stoppage.
  • Represent the division and the Chief Building Official to other City departments, elected officials, outside agencies, and the community.
  • Coordinate activities with others including developers, governmental and private agencies, consultants, architects, contractors, vendors, and the general public.
  • Present proposed programs and projects to community groups; represent the City on committees and boards regarding local and regional issues.
  • Attend and participate in professional group meetings.
  • Review plans for new construction, renovation, remodeling and the subdivision of land and issue permits for same.
  • Answer questions and provide information to the public, developers, builders and others regarding building codes and other regulations relating to building construction and code enforcement.
  • Investigate and address citizen inquiries regarding alleged violations of building standards, codes, and ordinances.
  • Maintain accurate and complete electronic records and by hand of construction permits that include, but are not limited to, inspections, plan checking, permit issuance progress and status, investigations and any other issues that may pertain to the specific project.
  • Assist with review, revision and creation of codes and ordinances related to building and community development.
  • Promote positive public relations by serving as professional resource to various organizations and committees, attending and participating in professional group meetings, and participating in public relations activities in support of program.
  • Attend work on a regular and dependable basis. Due to the nature of this position, actual presence on the job during work hours is mandatory.
  • Perform all other related duties as assigned.

Education:
Graduation from high school or equivalent and two years of college or technical school including courses in engineering, construction management or related areas.

Experience

  • A minimum of five years' experience as a municipal building official, building inspector, plans examiner, or construction supervisor.
  • Three years' experience reviewing building plans for conformance with all the applicable building codes of the State of Texas, ordinances, and national standards.
  • Two years' work experience in a supervisory or managerial capacity is desired.

Licenses And Certifications

  • State of Texas Class C Driver's License required.
  • ICC Certifications as building plans examiner or building inspector required, or ability to obtain within 18 months of employment.
  • Valid Texas Plumbing Inspector License required.
  • Valid ICC Building, Electrical and Mechanical Inspector Certificates desired.
  • Certification from CABO as a Certified Building Official desired, or ability to obtain within 18 months of employment.
  • Floodplain Manager Certification desired.
