TheInformation Technology Executive provides strategic and operational leadership for all technology functions supporting Heartland Alliance Health and its entities. The role ensures that clinical, administrative, and financial systems operate securely, efficiently, and in alignment with healthcare compliance standards. This leader will drive the digital transformation of the enterprise—strengthening cybersecurity, optimizing EHR and interoperability platforms, improving data-driven decision-making, and ensuring that technology supports high-quality, patient-centered care.
Essential Functions – Duties & Responsibilities:
- Develop and execute an enterprise-wide IT strategy that supports clinical operations, patient access, and administrative efficiency across multiple FQHC sites.
- Oversee all technology infrastructure, including electronic health record (EHR) systems, practice management platforms, data networks, and cloud-based solutions.
- Ensure compliance with all applicable regulations, including HIPAA, HITECH, and HRSA data standards.
- Lead cybersecurity initiatives to protect patient and organizational data, including risk assessments, access controls, and incident response plans.
- Partner with clinical and administrative leaders to enhance interoperability between EHR, billing, scheduling, and reporting systems.
- Manage IT vendor relationships, contracts, and performance; ensure adherence to service-level agreements (SLAs).
- Direct technology support services and ensure prompt resolution of user issues with minimal disruption to clinical workflows.
- Oversee business continuity and disaster recovery planning for all information systems.
- Lead initiatives in telehealth, remote patient monitoring, and digital health innovation to enhance care delivery.
- Establish and monitor IT performance metrics to evaluate system reliability, security, and user satisfaction.
Supervisory Responsibilities (if applicable):
- Supervises IT staff.
- Provides leadership, mentoring, and ongoing development to ensure a proactive, service-oriented IT culture.
- Oversees external technology partners and managed service providers.
Education and Experience:
- Bachelor's degree in Information Technology, Computer Science, Healthcare Informatics, or related field required; Master's degree preferred.
- Minimum of 10 years of progressive IT leadership experience, including at least 5 years in a healthcare environment supporting FQHCs, community health centers, or ambulatory care settings.
- Proven experience implementing and managing EHR systems (e.g., Epic, eClinicalWorks, NextGen, Athenahealth).
- Demonstrated success leading multi-site technology operations and integration projects within healthcare.
Certifications/Licenses: Relevant certifications preferred.
Knowledge/Skills/Abilities (K/S/A):
- Deep understanding of healthcare IT infrastructure, EHR systems, and clinical data integration.
- Strong working knowledge of HIPAA privacy and security regulations, and HRSA reporting requirements.
- Strategic mindset with the ability to translate clinical and business needs into technology solutions.
- Skilled in vendor management, contract negotiation, and IT budgeting.
- Excellent leadership, communication, and interpersonal skills, with the ability to work effectively with clinicians, administrators, and community partners.
- Demonstrated ability to balance innovation with operational reliability in a regulated healthcare environment.
- Commitment to advancing health equity through accessible and secure technology solutions.
Work Arrangement:
- This role is eligible for a "hybrid" or "remote" work arrangement.
- If hybrid, it is expected this person would be able to meet for "in-person" meetings when needed or at the request of others.
- In-person meetings may be required on a regular basis (weekly, monthly, etc.).
- There may also be the availability to work from home when appropriate.
Work Environment:
- The noise level in the work environment is usually moderate.
- To meet both the needs of our participants and contractual obligations, employees are required to be flexible in regard to scheduling and work location.
- Program sites are located throughout the Chicago area, including the North and South sides of Chicago, as well as the suburbs. Employees may be required to report to any one of our locations on a temporary or permanent basis.
