Inmate Supervisor

Under the general supervision of the Transportation Foreman performs work for the Public Works Department, Transportation Division. This position is safety sensitive that requires supervisory and safety and security of an inmate work squad involving manual labor work functions to maintain and construct roads and road-of-way activities such as but not limited to disposing of refuse and debris from city roadways and mowing, weed eating and landscape maintenance. Must be able to operate a city van with trailer attached. Employee is responsible for performing other unskilled labor tasks as requested by the Supervisor. Will assist in preparation and aftermath of major emergencies such as natural disasters and inclement weather conditions.

Emergency Response Statement
Every city employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may involve irregular work hours, relocation to emergency sites, and duties beyond those specified in the official job description. Emergency assignments may involve physically and operationally challenging conditions with little or no advance notice.

Essential Job Functions

• Directs and oversees inmates on assigned work details; picks up inmates assigned to work detail; monitors activities and behavior of inmates on continual basis; conducts head counts of inmates; enforce facility rules and regulations.
• Search inmates, work vehicles and work area to find and remove contraband or weapons; reports immediately if located.
• Supervises and trains inmate(s) in performing manual tasks involving road and rights-of-way maintenance and construction and other projects and activities.
• Assigns and review work performed by inmates; evaluates training needs and provides instructions to inmates performing tasks.
• Monitors status of work in progress, ~~and~~ inspect completed work performed by inmates, and if required by Department of Corrections submit reports on inmate work programs.
• Returns inmates back to correctional facility upon completion of work detail.
• Evaluates safety and security of work area.
• Monitors work environment, ensure inmates use ~~of~~ safety equipment correctly, and implement safety procedures during all activities to ensure safety of inmates, employees, and other individuals.
• Flags and directs traffic and places markers, signs, and cones around project/work site to ensure safety of crew and traveling public, and follows safety practices.
• Determines and gathers appropriate materials, tools, equipment, and machinery to complete assigned work projects and maintains completed documentation.
• Supervises and performs manual work functions including patching holes, shoveling and raking materials, mowing grass and weeds, trimming and clearing shrubbery, removing trees and tree limbs, cleaning out pipes and ditches, lifting and moving heavy materials from roadways and rights-of-way, and places signage, etc.
• Conducts pre- and post-trip inspections, checks all fluids, gauges, lighting, mirrors, tires, body damage, seats and seatbelts, cleanliness of vehicle, etc.; reports all problems or necessary repairs to appropriate personnel immediately and completes and maintains inspection, gas usage, and other associated documentation.
• Assists in preparations for and recovery from emergencies, such as natural disasters or inclement weather conditions.

• Interact with the public in a courteous manner.
• Must create a positive public image as a representative of the city.
