This position serves as a Branch Chief within the Center for Development of Security Excellence (CDSE) of the Defense Counterintelligence Security Agency (DCSA), subordinate agency to the Office of the Secretary of War. DutiesAs a SUPERVISORY TRAINING SPECIALIST (SECURITY) you will be responsible for the following duties:
Provides expert leadership in managing assigned curriculum managers, supervising day-to-day operations, and guiding professional development through performance evaluations, mentoring, and hiring.
Leads cross-functional project teams and employs project management life-cycle principles to ensure training products and initiatives are delivered on time, within budget, and in accordance with CDSE quality standards.
Coordinates closely with internal and external stakeholders, including interagency partners, customers, and vendors, to foster collaboration and ensure alignment with current Security Executive Agent (SecEA) and Suitability Executive Agent (SuitEA) policies, national security training standards, and evolving workforce requirements.
Directs the strategic planning, development, delivery, and evaluation of innovative and effective training programs, products, and services across the personnel vetting domain and other critical security disciplines.
Responds to training needs and policy changes by leading curriculum teams in the continuous enhancement of CDSE's portfolio to ensure it reflects emerging threats, policy updates, and national-level competencies.
Incumbents assigned to the CDSE's Training Divisions operated from Linthicum are required to obtain and maintain Security Fundamentals Professional Certification, Security Asset Protection Professional Certification, and Security Program Integration Professional Certification within 24 months of assuming the position.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience.
Specialized experience for this position includes: Expert knowledge of personnel vetting programs, including policies and requirements governed by the Security Executive Agent (SecEA) and Suitability Executive Agent (SuitEA). Experience planning, coordinating, and facilitating security training programs, products, and services to support the national security workforce. Also, skill in managing complex projects using project management life-cycle principles to deliver mission-aligned outcomes. Strong supervisory background, including mentoring staff, evaluating employee performance, and participating in recruitment and hiring processes.
Specifically you will be evaluated on the following competencies:

Security Program Management - Manage security equities (e.g., strategic, personnel, infrastructure, policy enforcement, emergency planning, and other resources) for a program or other area of responsibility.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately
Leadership - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
