SUMMARY

The Benefits Program Manager is responsible for the development, implementation, and management of our employee benefits programs within the health system. This role requires a strategic thinker with excellent organizational skills, a deep understanding of healthcare benefits, and a passion for enhancing employee well-being.

JOB FUNCTIONS

  • Develop and execute comprehensive strategies for employee benefits programs, aligning with organizational objectives and industry best practices.
  • Oversee the day-to-day administration of employee benefits programs, including health insurance, leave of absence, wellness initiatives, and other fringe benefits.
  • Manage relationships with benefit vendors, including insurance carriers, third-party administrators, and wellness service providers. Evaluate vendor performance, negotiate contracts, and ensure compliance with service level agreements.
  • Stay abreast of federal, state, and local regulations governing employee benefits programs, ensuring compliance with laws such as ERISA, ACA, HIPAA, and FMLA. Develop and implement policies and procedures to maintain compliance.
  • Develop clear and effective communication strategies to educate employees about available benefits, enrollment processes, and any changes or updates to the benefits programs. Provide guidance and support to employees regarding benefit-related inquiries.
  • Analyze benefits utilization data, employee feedback, and industry trends to identify opportunities for program improvement and cost containment. Make recommendations for adjustments to benefits offerings based on data-driven insights.
  • Collaborate with HR partners and leadership to develop and implement employee engagement initiatives related to benefits, such as wellness programs, employee assistance programs, and recognition initiatives.
  • Manage the budget for employee benefits programs, including forecasting, monitoring expenses, and identifying cost-saving opportunities while maintaining the quality and competitiveness of benefits offerings.

QUALIFICATIONS

  • Bachelor's Degree in Human Resources, Business, or related field (Required)
  • Seven years of progressively responsible related experience in benefits administration (Required)
  • Experience working in and fostering a diverse faculty, staff, and student environment, or commitment to do so as a staff member at JHHS
  • Outstanding customer service skills and a high degree of professionalism
  • May independently manage or administer programs, processes, projects, or resources
  • Applies advanced level knowledge of employee benefits policies and procedures, regulatory legislation such as the Family Medical Leave Act (FMLA), the Americans with Disabilities Act, Internal Revenue Regulations, and ERISA, understanding of benefit plans and provisions
  • Accomplishes responsibilities by applying specialized and theoretical benefits and leave of absence knowledge, principles
  • Resolves issues and significant matters on behalf of management by utilizing independent judgment, discretion, creativity, and analytical thinking
  • Contributes to the development and evaluation of the benefits office goals and objectives
  • Creates solutions to ensure legal and policy compliance
  • Demonstrated experience in program development, implementation, and management
  • Ability to conduct activities and make decisions according to ethical standards
  • Ability to analyze and present information and maintain accurate and detailed records
  • Ability to manage multiple competing priorities and effectively prioritize assignments
  • Work requires excellent interpersonal skills necessary to develop and explain benefits information to all levels of Hospital employees; must be able to communicate with external representatives (legal, third-party administrators, insurance companies) regarding all types of benefit issues; must have good oral and written communication skills
  • Work requires a high level of analytical ability necessary to compile and interpret a variety of benefits data, including claims information, benefits cost information, and the like
  • Demonstrate ability with Human Resources Management Information Systems and computer applications to generate reports and resolve complex mathematical/financial/statistical problems
  • Ability to handle confidential and sensitive information appropriately and with discretion
  • Proven ability to work independently and as part of a team, complete tasks without immediate supervision, and work with senior leaders to accomplish goals, with the ability to lead and train
  • Working knowledge of Microsoft Office Suite (includes Word, Excel, PowerPoint)
  • Completion of or working towards Certified Employee Benefits Specialist (CEBS) or Certified Benefits Professional (CBP) (Preferred)

Salary Range: $37.04/hour - $61.16/hour. Compensation will be commensurate with equity and experience for roles of similar scope and responsibility.
