Brief Description

Job Summary

Under general direction and in compliance with standard operating procedures and policies, performs inspections and plan reviews for one or more of the following trades: building, plumbing, mechanical, and/or electrical inspections on commercial and residential new construction and renovation projects to ensure building code compliance. Preforms daily inspections of construction projects. Enters inspections and results into the Building Codes data management system, maintaining accurate records of permits and daily inspections. Provides customer service by drafting inspection summaries, conducting code research as well as working with customers to find reasonable solutions for code violations. Works with other City departments during the inspection process. Maintains all licenses as required by the state licensing board and the International Code Council. Reviews construction plans for code compliance and field certification.

  • Perform Field Inspections: Perform field inspections and plan review for one or more of the following trades depending on Inspector classification: building, plumbing, mechanical, and/or electrical inspections on commercial and residential new construction and renovation projects to ensure building code compliance, as assigned. Inspect building projects to ensure construction proceeds in accordance with approved building design. Interpret adopted codes, technical manuals, drawings, instructions, specifications as related to construction projects. Clearly notify contractor of code violations with written compliance report at the time of inspection. Offer suggestions to contractors for resolving problems encountered in the field. Enter inspections and results into the Building Codes Department data management system, maintaining accurate records of permits and daily inspections. Examines plans, specifications, and other materials to ensure code compliance prior to permitting and during construction. Produces and provides appropriate written or verbal feedback to contractors and other customers as needed to communicate code violations, code interpretations, or responses to any other code related inquiries. Maintain all trade specific personal certifications and licenses required for the job classification employed.

  • Provide Customer Service: Support the relationship between the City of Greenville and the public by demonstrating courteous and cooperative behavior when interacting with contractors, the public and other City departments. Prevent customer complaints by using constructive communication techniques and helping to find solutions for code violations. Respond to inquiries from the public and contractors regarding building or occupancy issues both at the office counter, over the phone, answering emails and in the field. Monitor phone calls and respond to all messages in a timely manner. Enter inspection results into the data system as soon as possible following the completion of each inspection using our mobile devices. Work with employees, other City departments, contractors, architects, engineers, and citizens as needed to effectively apply, enforce and resolve building code related issues.

  • Conduct Plan Reviews: Review plans, specifications, and related materials to determine project scope and compliance with adopted codes and standards. Identify code deficiencies within the submitted drawings and input these comments into the data management system. As needed, review code deficiencies within construction drawings with design professionals to ensure the compliance and their understanding of the code requirements, and to help find code compliant solutions to identified design issues. Discuss complex or alternate designs with the appropriate administrative staff to determine jurisdictional acceptance or disapproval.

Qualifications

Job Requirements

  • Associate degree in architecture, building sciences, construction management, or related field and over one (1) year of experience in inspections. (or) Any equivalent combination of education, training, and experience, which provides the requisite knowledge, skills, and abilities for this job may be considered.

  • SC Department of Labor License and Regulation licensure as a specialty inspector for Electrical, Plumbing, Mechanical or Building and International Code Council (ICC) certification for residential, commercial and plan review in at least one of the following trades: Electrical, Plumbing, Mechanical or Building (or) A SC Department of Labor License and Regulation provisional license and the above International Code Council (ICC) certifications within one (1) year of hire.

Driver's License Requirements

  • Valid South Carolina Class D Driver's License.

  • Work with employees, other City departments, contractors, design professionals, and citizens as needed to effectively apply, enforce, and resolve building code related issues.

  • Establish and maintain effective working relationships with co-workers, supervisors, and the public.

  • Read, understand, and relate construction codes and literature to real world situations.

  • Make mathematical calculations and draw logical conclusions; work with fractions, percentages, ratios/proportions and measurements.

  • Write reports, prepare business letters, summaries, and compose emails in a clear and professional manner.

  • Use levels, tape measures, flashlights, calculators, ladders, pressure gauges, temperature gauges, shoe covers, and applicable safety equipment.

  • Drive a City vehicle between facilities and inspection sites.

  • Operate general office equipment to include scanner, printer, copier, telephone, and computer with Microsoft Office Suite.

  • Utilize specialized software and systems to include code compliance software and smart tablet.

Working Conditions

Primary Work Location: Outdoors (field inspections).

Protective Equipment Required: Hardhat, steel-toes shoes/boots, and safety glasses.

Environmental/Health and Safety Factors:

Frequent exposure to unpleasant environmental conditions and/or hazards. Majority of work performed outside or with exposure to risk. Daily exposure to extreme temperature, noise/vibrations, and physical hazards. Weekly exposure to respiratory hazards. Monthly exposure to noise and vibration. Seasonal exposure to wetness and/or humidity.

Physical Demands:

Constantly requires hearing, and talking. Frequently requires standing, fine dexterity, walking, sitting, kneeling, crawling, vision, foot controls, bending, crouching and stooping, and twisting. Occasionally requires handling/grasping, climbing, and balancing. Light strength demands include exerting up to 10 pounds occasionally.

Mental Demands:

Frequently requires working closely with others as part of a team. Occasionally requires time pressures, performing multiple tasks simultaneously, and noisy/distracting environment.
