Purpose: (General description and summary)**
The Peer Supervisor is responsible for the daily operations and supervision of staff of the Breitung Peer-Led Resident services programming. They work in collaboration with the Supportive Housing and Peer Leadership for assurance of quality service and collaborative relationships with all stakeholders, including property management, building owner, State, County, and community agencies.

The Breitung Building is comprised of 28 Housing and Urban Development – Veterans Affairs Supportive Housing [HUD-VASH] permanent supportive housing units. Residents include veterans who have experienced houselessness, mental health, and/or substance use challenges to support them in obtaining and maintaining permanent supportive housing, using a variety of approaches that support the whole person.

The Peer Supervisor will work alongside reporting staff to provide wraparound services to residents through one-to-one peer support, outings, skill building and support groups, on-site social events, and resource-gathering to promote overall mental wellness. The Peer Supervisor will work in a team setting for service delivery, and along with providing monitoring, guidance, and coaching to the team. Trauma informed, strength based, and person first orientations are required in this role, as is someone who demonstrates positive regard while supporting individual respect and autonomy.

Accountabilities: (Responsibilities of the job)
Peer Program Leadership Activities:

  • Leads the provision of Resident Services from a peer support perspective, providing culturally responsive, trauma-informed services and incorporating best practice techniques into the program.
  • Works in close collaboration with New Narrative Property Management and VA Housing partners to maintain full occupancy, fill vacancies in a timely manner, and secure rent payments.
  • Exudes and models New Narrative values and mission in all interactions. Support Program Manager in leading programming in alignment with the Peer Services Vision and Strategy
  • Upholds the National Association of Peer Supporters Guidelines for Peer Specialists and Supervisors, Intentional Peer Support, and the 12 Core Competencies of the Substance Abuse and Mental Health Services Administration (SAMHSA) throughout programming.
  • Builds and maintains effective community partner relationships, Partners with other staff members to address and resolve stakeholder issues and complaints.
  • Proactively, sincerely, and regularly assess and evaluate resident services by soliciting feedback from residents and staff to continuously improve policies and procedures. Adjusts programming in consultation with Supportive Housing and Peer Leadership as needed.

Staff Supervision:

  • Assures that all employees complete required training prior to their first solo shift
  • Assures that all employees complete required training prior to their first solo shift.
  • Responsible for employee retention/recruitment, in partnership with the Supported Housing Program Manager and Human Resources.
  • Trains employees on new or modified existing policies and procedures.
  • Conducts and documents twice monthly supervision with all staff. Complete staff annual performance reviews on time.
  • Supervises staff work performance. Provides corrective action and training as needed. Consults and collaborates with the Human Resources Department as appropriate.
  • Facilitates at least one staff meeting per month to address program needs, training opportunities, and team collaboration.
  • Responsible for facility staffing patterns and always ensuring adequate shift coverage.
  • Answers phone calls from staff after-hours in regards to crisis situations including but not limited to resident crises, facility emergencies, and staffing needs.
  • Covers shifts on short notice as needed if adequate coverage is unavailable.
  • Provides feedback to staff and addresses issues of quality care and/or utilization of services through an organized performance improvement process.

Documentation:

  • Documents all significant resident contact within 24-72 hours of service delivery and support staff in following these guidelines as well.
  • Maintains program budget, technology tracking, and reporting requirements for grant and/or contract funding in collaboration with Supportive Housing leadership.

Peer Support with Residents:

  • Provides direct support to residents as well as coaching and oversight to staff providing the same.
  • Works with Breitung residents to identify wellness and recovery goals. Assist in creating a Wellness Plan that identifies the individual's self-determined goals, as well as specific objectives to carry out these goals and assist staff in development of these plans.
  • Models' assertive engagement strategies and provide consultation to staff around different approaches for different residents.
  • Exemplifies recovery principles to show by example that recovery is possible and attainable. Shares own recovery story as appropriate and walks the road of recovery alongside the resident.
  • Assists with screenings, move-in, move-out and activities necessary to maintain residence as requested by residents.
  • Assists residents and team with filing maintenance requests and ensures they are followed up on with New Narrative Maintenance and Property Management
  • Works with teams, including VA and property management team members, to provide an integrative experience for resident that supports them holistically in goal-setting and daily living.
  • Develops and facilitates peer-led groups, with input from community members.
  • Coordinates and consults with other team members to keep team informed of issues and progress.
  • Ensures timely completion of all required paperwork, including documentation of all resident centered interactions.
  • Works to increase level of cultural sensitivity, awareness, and competency regarding Person Centered and Peer Delivered Services.
  • Educates and advocates for the values and principles of the Recovery Model.

Crisis Prevention/De-escalation/Harm Reduction:

  • Provides supportive presence through regularly walking the community to ensure entrances are secure, communal areas are clean and free from clutter, address resident issues and concerns.
  • Models how to handle crisis to team, responding in a calm, clear, and kind manner.
  • Supports residents in maintaining lease requirements and remedying any violations.
  • Provides, supports, and supervises crisis response and de-escalation in a community- based setting.
  • Use best practice crisis prevention approaches to decrease use of crisis services, Project Respond, EMS, police, hospitalization, etc.
  • Responds to emergency situations and works in collaboration with law enforcement, emergency health care providers, and acute care settings if necessary.
  • Supports harm reduction principles.
  • Linkage to resources such as, but not limited to: clean needle exchange, NARCAN, MAT, SUD services, education around harm reduction, etc.
  • Follows and adheres to policy and procedure for mandatory reporting and documentation.

Supervision Received:

  • Directly supervised by Supportive Housing Senior Leadership, with credential specific supervision with Peer Services Leadership to support performance and development of leadership skills in alignment with Peer principles.
  • Participates in interdisciplinary team meetings and group supervision as required.

  • Must be able to pass a criminal history check through the Department of Human Services, including participating in appeals process if desired.

Qualifications:

  • Peer Support Certification required (PSS, PWS, or CRM)
  • 1 year of direct support experience in the mental wellness field required, 1 year of direct support experience as a peer specialist preferred.
  • 1 year of supervisory experience preferred.
  • Lived experience with either mental health, substance use, houselessness, restrictive environments, and/or altered states required.
  • Lived experience with military service/veteran status preferred.
  • Bilingual (Spanish/English) preferred.
  • Incumbents with a history of substance use challenges must be in recovery and free of problems relating to active substance use for 1 full year preceding date of hire and must maintain this recovery.
