The Economic Empowerment Supervisor is responsible for program coordination and service delivery for IRC's Refugee Supportive Services (RSS) programs (VESL, ES, and ELL). The Economic Empowerment Supervisor provides direct team support, creates development plans, and ensures the RSS staff are trained and able to provide strong 1-1 client services and community intervention efforts. In addition, the Economic Empowerment Supervisor is responsible for ensuring program compliance and meeting funder-defined programmatic outcomes. The position reports to the Economic Empowerment Manager.

Major Responsibilities
Outreach and Enrollment:

  • Design and manage outreach campaigns for the recruitment of eligible refugees for the Refugee Supportive Services program (VESL, ES, and ELL).
  • Work with internal departments to encourage potential client referrals from across the organization.
  • Maintain strong referral partner relationships including timely and accurate updating of client referrals and potential program enrollment to ensure that referrals are leading to successful intakes and eventual placement.
  • Oversee and review assessment and enrollment processes used across Early Employment programs, ICAN, SNAP, and other Employment program.

Program Operations And Administrative Tasks

  • Ensure accurate and timely reporting of RSS program services data to funders and all relevant parties.
  • Track and report on key outcomes and objectives as outlined for each program area. Effectively communicate outcomes to staff to ensure program goals are met.
  • Train Employment Specialists on all steps involved in their program delivery to clients: intake/enrollment process, maintaining accurate records, meeting performance goals, guiding clients through the job search, interview and retention processes.
  • Work with the RSS team to ensure all services meet compliance standards and are documented via ETO and Box.
  • Train staff on one-on-one counseling; this includes working with clients on service planning, goal setting, resource mapping, supporting job search activities and documenting all activities with timely and accurate case notes
  • Oversee outreach campaigns for recruitment of eligible clients.
  • Coordinate with IRC's Resettlement, Economic Empowerment, New Roots, and Safety and Wellness departments for potential client referrals.
  • Lead all partnership development efforts to connect clients with high quality training and services within the community.
  • Maintaining strong referral partner relationships including timely and accurate updating of client referrals and potential program enrollment to ensure that referrals are leading to successful intakes and eventual placement.
  • Collaborate with the RSS (Refugee Support Services) team to facilitate client enrollment in SNAP ICAN and other available employment assistance programs.

Other Responsibilities

  • Provide positive supervision of Early Employment staff, including daily administration, support, and performance reviews.
  • Participate in all program meetings, staff development activities, and fully engage as a member of the team.
  • Comply with all policies, procedures, and protocols of the agency.
  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC Sacramento
  • Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
  • Other related duties as assigned.

Position Reports to: Raghad Toma , Economic Empowerment Manager

Position directly supervises: Early Employment staff

Indirect Reporting: Sr. Manager, Economic Empowerment

Internal and/or external contacts: Coordinates regularly with Sacramento Employment team and local partners

Education
Job Requirements:

  • Bachelor's degree preferred.

Work Experience

  • 2-5 years' experience working in employment and workforce programs required.
  • 1-3 years' experience with client counseling, case management, or coaching strongly preferred.

Demonstrated Skills And Competencies

  • Multi-cultural experience and demonstrated ability to communicate well with people of varied backgrounds required.
  • Excellent written and verbal communication skills, including public speaking and presentation creation.
  • Previous experience supporting staff members in developing tools and resources to manage workflow and best service clients.
  • Experience supervising direct-service staff mindful of best practices in employment services and trauma-informed approaches.
  • Ability to accurately document program data requirements in a variety of tracking tools (e.g., databases, spreadsheets, etc.) in a timely manner.
  • Proven ability to take initiative, creatively solve problems and lead with versatility in a fast-paced work environment.
  • Proficiency in Microsoft Office Suite required.
  • Experience using data and fiscal tracking systems is strongly preferred.
  • Strong understanding of the job market in professional sectors in Sacramento.
  • Flexible availability necessary.

Compensation: (Pay Range: $75,369 - $77,700)
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
