This role provides the opportunity to lead a multi-agency program focused on achieving operational control over low-altitude government airspace. The Sr. Program Manager will oversee cross-functional teams, including technical experts and operational staff, to ensure the delivery of Initial and Full Operational Capability within aggressive timelines. The position involves establishing governance frameworks, translating policy into executable plans, and managing complex interagency and industry collaborations. The role emphasizes risk management, cybersecurity compliance, and operational readiness while integrating cutting-edge systems and platforms. Success in this role requires strategic vision, operational rigor, and the ability to drive consensus across diverse stakeholders. It offers the chance to make a direct impact on mission-critical national security operations.

Accountabilities

· Lead end-to-end program execution, including governance, planning, scheduling, budgeting, and operational oversight.

· Establish program cadence, decision matrices, and escalation paths across multi-agency and industry teams.

· Translate government policy and security requirements into actionable program plans with clear IOC/FOC exit criteria.

· Oversee system architecture design, including hardware, software, sensor fusion, flight authorization, and incident mitigation frameworks.

· Manage 24/7 Joint Operational Center (JOC) operations, operator training, exercises, and incident response workflows.

· Ensure systems comply with cybersecurity standards, RMF/ATO processes, role-based access, and continuous monitoring requirements.

· Track program Key Performance Indicators (KPIs) including detection-to-mitigation times, incident reduction, coverage, and interagency execution.

· Proactively identify, monitor, and mitigate program risks, including contractual, technological, cyber, and funding challenges.

Requirements

· years leading complex, multi-agency or enterprise programs with mission-critical operations and aggressive timelines.

· Demonstrated ability to deliver IOC and FOC milestones under rapid acquisition and performance-based contracts.

· Experience managing 24/7 operations centers or equivalent command/control environments with multi-vendor interoperability.

· Expertise in program risk management, including privacy, cybersecurity, jurisdictional, funding, and schedule risks.

· Mastery of RMF/ATO compliance, role-based access, audit logging, and cyber governance.

· Active Top Secret Clearance required.

· Preferred: Knowledge of UAS/C-UAS operations, sensor fusion, UTM/LAANC/Remote ID, and incident response workflows.

· Preferred: PMP or PgMP certification and experience with Department of Homeland Security programs.

· Strong leadership, communication, and collaboration skills for interfacing with government, industry, and technical teams.
