Title: Operational Analyst

Location: Washington DC

Program: Federal Railroad Administration (FRA)

We are looking for an operations analyst to evaluate our clients operations and make recommendations to improve operational efficiency. The operations analyst will be responsible for developing and implementing changes and new procedures based on the thorough review and analysis of our current policies, resources, operations, processes, and procedures.

To be successful as an operations analyst you should be able to analyze complex data sets, identify shortcomings or opportunities, and work with entry-level management and employees to implement changes. An outstanding operations analyst should be able to advise staff on all levels and develop new processes and workflows to enhance operations.

Operations Analyst Responsibilities:

  • Identifying operational requirements and opportunities for improvement.
  • Provide the FRA with operational support for the development of the program and risk management plans for those grants which fund the Amtrak Capital Program
  • Gathering information by observing workflows, reading company reports, conducting employee interviews, etc.
  • Determining appropriate methods to analyze operations, relevant information, and data.
  • Documenting findings, preparing reports, and making recommendations.
  • Provide the FRA with alternative grantee and stakeholder institutional structures, taking into account cross comparisons among various projects and organizations and then highlighting strengths for future best practices
  • Developing new processes and procedures to enhance operations.
  • Working with managers and employees to implement changes.
  • Training employees to use new systems or follow new processes.
  • Determining the effectiveness of new processes.
  • Develop input for a strategic plan to establish a cooperative process for a working relationship with Amtrak based upon best practices involving an appropriate exchange of data and information
  • Establishing and maintaining quality standards.
  • Ensuring compliance with regulatory standards.
  • Develop a Program Management Plan and a Program Risk Management Plan for FRA's use in overseeing/governing Amtrak's capital project execution.

Operations Analyst Requirements:

  • Degree in business administration or a related field required; master's degree preferred.
  • 2+ years of experience as an operations analyst or in a similar position.
  • Excellent communication skills, both verbal and written.
  • Experience using statistical and database software.
  • Consulting and project management skills.
  • Strong analytical and problem-solving skills.
  • Strong multitasking and time management skills.

Qualifications for Project Manager

  • Bachelor's degree in computer science, business, or a related field
  • 5-10 years of project management and related experience
  • Proven ability to solve problems creatively
  • Experience seeing projects through the full life cycle
  • Excellent analytical skills
  • Strong interpersonal skills and extremely resourceful
  • Proven ability to complete projects according to outlined scope, budget, and timeline
  • Previous DOT or FRA experience, Amtrak Experience will be also considered
  • Must be able to obtain a clearance with the federal government
