Position Summary:

The Infant Care Site Supervisor is responsible for the overall leadership, management, and daily operation of Precious Lamb's Infant Program, ensuring that all practices comply with California Title 22 Community Care Licensing regulations, maintain the highest standards of infant health, safety, and development, and are aligned with the mission of Precious Lamb to provide a nurturing, faith-based environment for children experiencing homelessness and other hardships.

In partnership with the Program Director, the ICSS provides instructional leadership, supervises and mentors teaching staff, partners closely with families, maintains accurate compliance records, and ensures the creation of a warm, secure, developmentally appropriate environment for infants 6 weeks–24 months.

Essential Duties & Responsibilities:

Program Leadership & Compliance

  • Ensure full compliance with California Title 22, Division 12 Infant Care Center regulations, including staffing ratios, health/safety procedures, environmental standards, and required postings.
  • Maintain all licensing documentation, including staff qualifications, immunizations, TB tests, CPR/First Aid, and mandated reporter training.
  • Develop, implement, and monitor infant curriculum consistent with developmentally appropriate practice, individualized care, and faith-based values.
  • Conduct regular room and facility inspections to ensure a safe, clean, and hazard-free environment.
  • Serve as the designated Site Supervisor for licensing visits, inspections, and corrective action planning.

Staff Supervision & Development

  • Hire, onboard, train, and evaluate infant room teachers and aides in accordance with California licensing requirements.
  • Ensure appropriate ratios (1:4 and 1:3 when required) and qualified staffing levels are maintained at all times.
  • Provide coaching, reflective supervision, and ongoing professional development in infant development, trauma-informed care, and attachment-based practices.
  • Schedule staff to meet program needs while ensuring compliance with all state regulations.

Family Partnership

  • Build warm, collaborative relationships with families, rooted in dignity and respect for each family's unique circumstances.
  • Conduct parent orientations, conferences, and transitions into toddler care.
  • Communicate daily about feeding, sleep routines, diapering, and developmental progress.
  • Support families experiencing homelessness or instability with compassionate, confidential, and strengths-based communication.

Health, Safety & Nutrition

  • Oversee all infant feeding plans, food handling, bottle preparation, and sanitation following Title 22 and public health guidelines.
  • Ensure adherence to safe sleep practices, diapering and toileting procedures, handwashing, and universal precautions.
  • Respond to medical emergencies, complete incident reports, and maintain compliance with injury/illness reporting requirements.
  • Ensure all medications and special health care plans are managed according to regulations.

Food Program & Compliance Support:

  • The Infant Care Site Supervisor will also collaborate closely with the Food Program Director to ensure full compliance with CACFP regulations and daily meal service requirements. This includes supporting documentation, maintaining accurate records, assisting with menu implementation for infants, and ensuring staff follow proper feeding procedures aligned with Title 22, CACFP meal patterns, and center policies. The supervisor will help monitor internal controls, uphold health and safety standards, and participate in ongoing training to ensure the program stays audit-ready and compliant throughout the year.

Administration & Operations

  • Maintain accurate attendance, staff schedules, child records, medication logs, and incident reports.
  • Monitor inventory and ensure adequate supplies (diapers, formula, equipment, emergency kits, cleaning materials).
  • Prepare and submit required reports to licensing, funders, and the Executive Director.
  • Collaborate with leadership to support enrollment, internal referrals, and family support services.
  • Maintain the physical space (interior and exterior) at the same standard of the preschool building, reporting any issues to the Operations Director for support/repairs.

Required Qualifications (Title 22-Compliant):

Site Supervisor shall have completed one of the following prior to employment:

  • High school or GED completion. 15 units in Early Childhood Education/Child Development, including 3 units in Infant Care, plus 3 units in Administration semester credits from an accredited college. At least four years of teaching experience in a licensed child care facility, two years being in infant care.
  • An associate of arts degree from an accredited or approved college or university with a major or emphasis in early childhood education or child development; and at least two years of teaching experience in a licensed child care center or comparable group child care program.
  • Three semester or equivalent quarter units shall be in administration or staff relations.
  • A bachelor's degree from an accredited or approved college or university with a major or emphasis in early childhood education or child development and at least one year of teaching experience in a licensed child care center or comparable group child care program.
  • Three semester or equivalent quarter units shall be in administration or staff relations.
  • A Child Development Site Supervisor Permit or a Child Development Program Director Permit issued by the California Commission on Teacher Credentialing.

Additional Requirements:

  • Pediatric CPR/First Aid, Mandated Reporter Training, and required health screenings.
  • Demonstrated knowledge of Title 22 regulations and developmentally appropriate practice for children 0–2.
  • Strong interpersonal, communication, and leadership skills.
  • Commitment to serving families experiencing homelessness with compassion, dignity, and respect.
  • Alignment with Precious Lamb's mission and values

Preferred Qualifications

  • AA or BA in Early Childhood Education, Child Development, Human Development, or related field.
  • Experience working with families facing trauma, homelessness, or systemic barriers.
  • Training in trauma-informed care, PITC (Program for Infant/Toddler Care), or similar infant-focused models.
  • 15 hours of health and safety training if necessary pursuant to Health and Safety Code Section
