While a healthy, civil debate among those with differing viewpoints is an essential component of our democracy, the current partisan tone in government is impeding progress. Through the Democracy Program and bridge-building events, political summits and timely policy discussions, BPC is fostering an ongoing conversation about how to overcome political divides and help make our government work better.

BPC's Health Policy Program advances bipartisan policy solutions to build a more cost-effective, evidence-based health care system and to improve population health. We work to strengthen and sustain Medicare and Medicaid, accelerate the shift toward value, address inefficiencies and misaligned incentives, and responsibly leverage technology and innovation.
BPC is seeking a Senior Policy Analyst to help lead health care affordability initiatives for BPC's Health Policy Program. The Senior Policy Analyst will work closely with team members to develop pragmatic, bipartisan policy solutions that advance health care affordability by tackling the key drivers of high health care costs.The role will focus on issues such as prescription drug pricing in federal health care programs and Medicare Advantage payment policy. The ideal candidate will have a deep understanding of the federal policy landscape surrounding prescription drug pricing, including Medicare's drug price negotiation program; international reference pricing reforms; biologics and generics (e.g., patent reform issues and production levers); and high-value, high-cost GLP-1 drugs. The ideal candidate will also have a deep understanding of Medicare Advantage payment policy, including risk adjustment methodology, competitive bidding reforms, and other payment issues. Experience in areas such as prescription drug policy and Medicare Advantage payment policy is preferred.
Responsibilities
The position of Senior Policy Analyst at BPC is a versatile one, involving a variety of tasks, including leadership responsibilities, often simultaneously. The senior policy analyst will be expected to learn about new and evolving policy issues and will interact with policy experts and political leaders. Responsibilities include:- Leading team members in conducting independent research on new or existing legislation, regulations, and policies
- Taking a leading role in drafting and vetting federal policy recommendations
- Taking a leading role in drafting and editing reports, policy briefs, blog posts, fact sheets, and op-eds
- Leading conversations with health care stakeholders, experts, BPC senior fellows, consultants, and project principals
- Supporting outreach and communications activities, including briefings for policymakers
- Working with program directors and the development department to draft grant proposals and grant reports, and support other donor management needs
- Planning and executing project meetings and private roundtable discussions
- Overseeing specific policy workstreams including developing work plans, managing key principals, proactively conducting expert and stakeholder outreach, and developing written materials
- Participating in public communications, including podcasts, Facebook Live events, and external presentations or media interviews
- Overseeing the work of junior staff and/or project interns on select projects
- Tracking project outcomes and successes for impact statements and project reports
- Other duties as assigned
Qualifications
- Bachelor's degree and 5 years of relevant experience OR relevant advanced degree and 3 years of relevant experience
- Experience conducting research on federal or state policy and/or regulations is required
- Capitol Hill or administration experience is a plus
- Previous grant-writing experience is a plus
- Demonstrated ability to communicate clearly and effectively, both orally and in writing
- Demonstrated ability to multi-task on numerous projects, large and small, in both collaborative and independent situations, and sometimes on short timelines
- Strong organizational skills
- Experience leading projects is a plus
- Works well independently, and as part of a team

Work Schedule The work/life balance of employees is a priority for the Bipartisan Policy Center. As a result, BPC is currently operating on a hybrid schedule. Employees at BPC are currently coming into the office three times a week. Exact time and schedules will be determined between an employee and their manager.
BPC offers comprehensive health insurance benefits with a choice of open access HMO, POS, or PPO plan. HMO and POS individual plans have a monthly premium cost share of 10%. Dependent and Family HMO and POS plans are offered with a monthly cost share equal to 20% of the difference between the plan premium and the individual HMO monthly premium. PPO plans are offered with a 20% premium cost-share for all plans.
Additional benefits include 403(b) matching contributions of up to 7% of salary in addition to a non-elective contribution of 2% of salary (both after 90 days of employment); 15 vacation days, 2 personal days, 15 sick days, and 12 holidays per year; education benefits up to $5,250 per year after one year of employment; $2,000 for professional development expenses after six months of employment; Metro benefits of up to $130 per month; Company provided life insurance; and dental and vision insurance coverage with a Flexible Spending Plan.
We reasonably believe that the base salary range for this position is $83,000-$108,000. At BPC, a wide range of factors are considered when making compensation decisions including and not limited to skill set, experience, training, education, knowledge, and other business and organizational needs.
