CASA DE MARYLAND & CASA IN ACTION SYNOPSIS:
CASA's mission to create a more just society by building power and improving the quality of life in working-class: Black, Latino/a/e, Afro-descendent, Indigenous, and Immigrant Communities. CASA has a sister organization, CASA in Action, a separate, but related, nonprofit organization that is exempt from federal income tax under section 501(c)(4) of the Internal Revenue Code. Although CASA and CASA in Action share a common goal of supporting immigrants and low-income people in Maryland, Pennsylvania, Virginia, and Georgia, they are separate organizations with their own board of directors. A set of employees at the two organizations, including the person filling this position, shares their time between the two organizations. This has no effect on salary or benefits.
DEPARTMENT SYNOPSIS:
The Health and Human Services Department responds to the needs of working class Latinos and other immigrants and their families, by working to address public health disparities and primary care needs in the immigrant community. This includes health education and improved access to screening and treatment services. Our model of education utilizes popular education methodology to train community health promoters who are trusted by their peers. CASA also addresses the need for improved access to preventive and primary health care by providing a multilingual telephone and walk-in health and social service navigation program designed to inform community members of available services, and help them enroll in the public or community benefit program for which they are eligible. Additionally, CASA provides medical interpreting services for limited English speakers and partners with local health departments to combat the spread of infectious diseases and chronic illnesses disproportionately impacting the Latino and immigrant community. In all of these endeavors, CASA utilizes service provision models that promote building the power of the immigrant community.
POSITION SUMMARY:
The Manager of Health Navigation and Social Services is responsible for coordinating a wide range of CASA's frontline health navigation and case management services which seek to address barriers to culturally proficient quality health care as well as enhance health literacy within the immigrant community. The manager will oversee a team of Health Hotline Information Specialists and Public Benefit Enrollment Specialists collectively tasked with assessing the needs of CASA members, navigating them to the appropriate service, facilitating enrollment in public benefits and providing follow up. The Manager will work with the Senior Manager or Director of the Department in training and supporting supervised staff, monitor progress against program goals and provide feedback to ensure the team is working effectively and cooperatively. The Manager is also tasked with working with the Department Director and Chief of Programs in helping to develop service models that engage members in power building opportunities, and are replicable across CASA's 3 state footprint.
ESSENTIAL RESPONSIBILITIES:
- Oversee planning, development and coordination of Health and social services (e.g, primary care navigation, mental health referrals, case management, housing support, crisis intervention, enrollment etc)
- Ensure services are culturally and linguistically appropriate (Cultural Humality, multilingual translated materials)
- Develop, implement and monitor program goals, outcomes and metrics (KPIs such as services access, intake wait times, client satisfaction)
- Supervise CASA's Community Resource Navigators team, Social Services Coordinator and Public Benefits Enrollment Specialists
- Provide leadership to support and encourage effective teamwork among all staff within the Health Program
- Monitor and evaluate project protocols and procedures. Make appropriate adjustments in program and strategy so as to appropriately fit the target population
- Work with department director on diligent completion of all required grant, contract, program and internal reporting
- Oversee technical aspects of program implementation and ensure adherence to relevant safety and privacy protocols
- Ensure staff properly record and collect data on Salesforce to enable analysis on evaluation and impact
- Work collaboratively with other departments to maximize opportunities to address community needs comprehensively
- Engage in and develop opportunities for members to build power as a result of engaging with CASA
- Represent CASA at coalitions, conferences and community events
- Ensure compliance with funder requirements, nonprofit laws, health regulations (HIPAA/PHI privacy where applicable)
- Establish and enforce policies and procedures (P&P), such as intake, consent, confidentiality and data retention.
- Build and maintain partnerships with healthcare providers, social services agencies, schools, faith groups, and other immigrant community organizations.
EDUCATION/CERTIFICATIONS:
University Degree or equivalent combination of work and academic experience
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
- Bilingual English/Spanish or English/French proficiency required.
- Professional proficiency in 2 languages a must
- Minimum 5 years' experience working in the health field
- Experience in and strong commitment to workers' and immigrants' rights, including experience working with the Latino and immigrant community.
- Experience working with low-income, immigrant communities, preferably at a non-profit or community based organization within a multi-ethnic/multi-cultural environment
- Established professional track record of increasing responsibilities
- Strong interpersonal communication, conflict resolution and negotiation skills.
- Excellent computer skills, including Microsoft Word and Excel and other databases, and willingness to learn other needed computer programs.
- Ability to work independently with minimal supervision and as part of a team.
- Highly organized and able to manage multiple ongoing projects.
- Deep commitment to social change and to growing CASA as a membership organization in which members have decision-making authority.
