Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § of a classification. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The Central Valley Regional Water Quality Control Board's, Rancho Cordova Office has an opening for a Water Resource Control Engineer in the Private Sites Cleanup Unit of the Site Cleanup Program. The position is located at 11020 Sun Center Drive, Suite 200, Rancho Cordova, CA The office offers convenient access to Highway 50 and plenty of free parking.

Duties:

Under the close supervision of a Senior Water Resources Control Engineer, the successful candidate will provide technical oversight of soil and groundwater investigations and cleanups by applying the Board's regulations, policies, plans and guidelines. The successful candidate will be expected to communicate and negotiate appropriate application of these regulations, to agency and Responsible Party representatives and the public. The incumbent is expected to be courteous, provide timely responses to internal/external customers, follow through on commitments, and solicit and consider internal/external customer input when completing work assignments consistent with good customer service practices and the goals of the State Water Resources Control Board (State Water Board) Strategic Plan. They will work cooperatively with, and be responsive to, Federal, State and local government agencies, and the public in coordinating oversight of investigation and cleanup activities.

The incumbent will manage regulatory oversight of investigation and remediation projects, perform engineering evaluation, and other technical work, and implement State environmental laws and programs related to the Water Boards' Site Cleanup Program. Specific duties include: reviewing engineering work plans, reports, and cleanup proposals; evaluating hydrological data, groundwater monitoring plans, well designs, and environmental data (soil, soil gas, water, sediment, indoor air) to assure adequate definition of the nature and extent of contamination and to ascertain compliance with the Water Board's cleanup goals; reviewing and providing engineering input to work plans, reports, and cleanup proposals; preparing correspondence and enforcement orders directing investigations and cleanup consistent with Water Board policies and regulations; and prioritizing case load to support annual work plan commitments.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Knowledge and experience in fate and transport of contaminants in the subsurface and risk evaluation at cleanup sites.
  • Knowledge and experience in collection of data to characterize potential impacts to soil, soil gas, air, and groundwater.
  • Knowledge and experience in vapor intrusion assessment, mitigation, and cleanup. Knowledge and experience with selection and implementation of soil, soil gas, and groundwater remediation projects.
  • Knowledge and experience in project management and regulatory compliance at federal, state, or private cleanup sites.
  • Knowledge and experience working in a multidisciplinary, multi-stakeholder setting to resolve complex problems.
  • Excellent written and verbal communication skills with experience in technical report review, comment, technical writing, and oral presentations.
  • Licensed in California as a Professional Engineer.
  • 40-Hour HAZWOPER training with current 8-hour refresher.
