      Special Education Coordinator - Central Elementary- TEMPORARY for the School Year

    CERTIFICATION:  Candidates must have obtained a Master's Degree in Special Education and meet State of Delaware requirements for teacher licensure and certification in special education (Exceptional Children K-12).
     
    REPORTS TO:  District Coordinator of Special Programs 

    OB GOAL:  Oversee and facilitate the 504 Plan and Special Education processes for the assigned school.  Based on special education knowledge, this individual will serve as the resident expert on special education policy and procedures with a deep understanding of: IDEA; Section 504; Title 14: DE Administrative Code 922 through 929, and serves as a resource to the school's administration and teaching staff.  The coordinator is responsible for providing technical assistance to teachers and building administrators in developing and supporting the implementation of 504 Plans, IEPs, the special education process (including those specific to procedural safeguards) and ensuring that district, state, and federal requirements are met. In addition, the coordinator will serve in a case management/teaching capacity dependent upon the needs of the school and under the supervision of building administration and the Director of Special Education.
     
    PERFORMANCE RESPONSIBILITIES:
    Acts as an advocate for children with disabilities: a.      following policies and procedures.  b.      assuring placements in the least restrictive environment Schedules and chairs Child Study Team and Individual Educational Plan meetings.  a.      Reports statistics to Director of Special Education.
    b.      Reports additional funding needs to Director of Special Education.
    c.      Reports projected alternative placements to Director of Special Education Coordinates evaluation process for new referrals and reevaluations.  a.      Attends and actively participates in all Instructional Support Team meetings.
    b.      Conducts educational assessments as directed.
    c.      Supports Special Education Teacher/case managers in gathering information (rating scales, health information, educational history, observation, performance data, etc Provides professional development in special education and 504 plans to team and individual staff members.
    Serves as LEA Representative and district liaison with programs and agencies which provide services to students in out of district placements.
    Ensures compliance with implementation of timelines with all required special education documents included in DE Title 14 and IDEA (Individuals with Disabilities Education Act).
    Provides guidance and support to the Regular Classroom Teachers and Special Education Teacher/case managers in the development of Individualized Educational Programs (IEPs) for newly identified students.
    Maintains files and records as required by local, state, and federal guidelines.
    Assists in September 30th unit count, December 1 child counts, and local staffing counts.
    Provides educational and/or case management services to students in a variety of settings contingent on building level needs. (Such services may include: RtI groups, push-in and/or pull out educational services, and behavioral intervention supports.) 
    Facilitates the Functional Behavioral Assessment and Behavior Intervention Plan process.
    Consults with teachers, administrators, and IEP teams regarding instructional and behavioral strategies for effective implementation of student IEPs.  
    Conducts observations of students and gives feedback to individual teachers and/or IST and IEP teams.  
    Provides classroom support for teachers including modeling of lessons and/or behavioral and instructional techniques.
    Delivers training to teachers on district initiatives, procedures, and policy regarding Special Education and Section 504.  
    Completes informal audits/file reviews to ensure compliance is met and be able to share out information regarding these audits with building administration and the Director of Special Education.
    Other duties as assigned by the Director of Special Education.   
Essential Functions
  • Conducts ongoing assessment of student learning, and modifies instructional methods to fit individual student's needs, 
  • Continues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.
  • Organizes and maintains a system for accurate and complete record-keeping, grading, and reporting for all student activities, achievement and attendance as required by district procedures and applicable laws.
  • Encourages parental involvement in students' education and ensures effective communication with students and parents.
  • Coordinates with other elementary professional staff members and participates in faculty meetings and committees.
  • Coordinates IEP meetings.
  • Administers standardized tests in accordance with District testing programs.

Performs other related tasks as assigned by the Principal and other district office administrators as designated by the Superintendent.

Qualifications Profile
  • Certification/License:
  • Delaware State Certification as an Exceptional Child Teacher K-12 and a core content area.  Information about Delaware Certification/Licensure can be found on the Delaware Department of Education website:
    • Successful candidates must provide evidence of successful PRAXIS II scores or a valid out of state teaching license. An educator applying for a license in the State of DE with less than 1 year of experience will be placed on an Initial License and will be required to take and pass a Performance Assessment by the end of their 2nd year of teaching.  Applicants with one completed year of experience, but less than 4 years of experience will receive an Initial License, and are NOT required to pass a Performance Assessment (with proof of current and valid out of state license).  Current holders of an Initial license are exempt from requirements to pass a Performance Assessment.  
  • Motor Vehicle Operator's License or ability to provide own transportation.
  • 3 years successful classroom experience as a special education teacher preferred.
Education
  • Masters from an accredited college or university in Exceptional Children/Special Education or related discipline applicable to teaching assignment is preferred.

    SPECIAL CONDITIONS OF EMPLOYMENT:  All new state employees will be required to participate in the State of Delaware's Direct Deposit system.  With direct deposit, wage and salary payments are deposited in the employee's bank account via electronic funds transfer.
All final candidates for employment must have a satisfactory criminal background check before being placed on contract/payroll as per State of Delaware regulations. Candidates must call the Delaware State Police at to make an appointment.  The cost of the criminal background check is $65 (expense borne by the prospective employee).  Final candidates must also receive a satisfactory child protection registry check.

Final candidates must also produce documentation of Mantoux skin test results for entrance to school system.
 
The State of Delaware has initiated a lag pay policy which means that new employees will receive the first paycheck at the end of the second pay period of work.
