Under the direction of the Office Chief of Operations, the incumbent serves as the Branch Chief of the Traffic Operations Northeast Branch; supervises, manages, trains employees and provides direction and guidance in administering Department policies and guidelines; provides technical direction, guidance, and support to ensure full implementation of the Department's Safety and Traffic Operations Programs; leads and directs staff to evaluate and monitor traffic conditions on the freeway mainline, corridors, ramps, conventional highways & intersections. The incumbent leads and direct staff to review and support the development of capital projects, safety, and operational improvement projects; and manages Traffic Operations and Project Delivery program resources assigned to the unit to ensure employees are productive and deliverables are completed on time; and is responsible for using continuous improvement processes to increase the productivity of the staff, reduce cost, and maintain or increase the quality of Caltrans products and services.

Working Conditions
Position located at Santa Ana CA, Orange County.
Multiple positions may be filled from this recruitment.
The incumbent will work in a climate-controlled environment under artificial lighting. However, due to periodic problems with the heating and air conditioning, the building temperature may fluctuate. May be exposed/put in stressful situations. Will be required to operate various office business machines and electronic devices. The employee may travel statewide by airplane and/or car to participate in training or outreach activities such as conferences, seminars, and workshops. Maybe required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces, and/or extreme heat or cold. This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Must have knowledge of the basic principle of physics and mathematics as applied to civil engineering, principles of traffic engineering, properties and use of engineering construction materials, methods and equipment of engineering construction, engineering economics, principles and techniques of supervision, negotiation skills, and knowledge of Departmental policies.
Must have the ability to analyze and resolve problems and be able to adopt an effective course of action to highly technical and politically sensitive issues.
Must have the ability to plan and direct the work of others; evaluate work quality and performance; prepare technical correspondence and complete comprehensive reports; analyze situations accurately and adopt an effective course of action; communicate effectively.
The ability to travel to and work at sites throughout Orange County and may involve travel to Los Angeles, Riverside and San Bernardino and San Diego Counties in the performance of duties.
This position requires the interpretation of engineering data acquired from various sources. The incumbent must be capable of recognizing potential problems and providing solutions to eliminate/reduce safety issues.
