Position Summary: The Compliance Manager oversees all compliance functions for Better Housing Coalition's affordable housing portfolio, ensuring adherence to Low-Income Housing Tax Credit (LIHTC), Section 42, HUD, and state agency regulations. This position leads compliance training, supports site teams, manages audits, and ensures the organization maintains full regulatory compliance across all properties.

Primary Duties

· Provide comprehensive compliance training, guidance, and ongoing support to on-site and corporate staff.

· Review and approve all initial certification and recertification documentation for accuracy and completeness.

· Implement and maintain systems and procedures to ensure consistent compliance with all regulatory requirements.

· Verify that income limits, utility allowances, and rent schedules are current and correctly applied at all BHC-managed communities.

· Collaborate with property management to resolve compliance issues identified through internal or external audits.

· Support the Development team with compliance-related input during project underwriting and lease-up phases.

· Oversee accurate data entry in property management systems; monitor Yardi to VHDA WTCMS XML uploads and resolve discrepancies.

· Prepare properties for Management and Occupancy Reviews (MORs) and respond to inspection findings.

· Maintain and update compliance forms, policies, and verification templates to ensure accuracy and consistency.

· Serve as the Enterprise Income Verification (EIV) System administrator for HUD 202 PRAC and Section 8 properties.

· Manage annual LIHTC compliance monitoring submissions and other required reporting to VHDA.

· Coordinate REAC reporting, inspections, and data submissions.

· Stay current on changes in federal, state, and local housing compliance regulations and update company procedures accordingly.

· Build positive working relationships with regulatory agencies, owners, and internal departments.

· Perform other duties as assigned to support compliance and organizational goals.

Minimum Educational & Experience Requirements

· Bachelor's degree (preferred)

· Previous Housing Compliance experience

· Housing Credit Compliance Professional (HCCP) certification.

Minimum Skill Requirements

· Knowledge of Federal/State/Local Fair Housing regulations, Federal Low Income Housing Tax Credit, HUD and AHP, related programs.

· Advanced expertise with LIHTC, HOME, and HUD programs

· Effective and professional verbal and written communications

· Strong organizational and time management skills

· High level of initiative

· Proficient with MS Office products

Job Type: Full-time

Pay: $70, $75,000.00 per year
