Job Summary

The ELR Workforce Planning Specialist plays a key role in aligning workforce strategies with institutional goals by integrating data-driven insights, operational effectiveness, and strategic planning. This position is responsible for analyzing workforce trends, developing reports, and providing actionable recommendations to support decision-making on retention, succession planning, and organizational effectiveness. The Specialist will also contribute to policy development and risk mitigation strategies, ensuring compliance and consistency in employee relations practices. In addition, the role fosters cross-functional collaboration and supports strategic initiatives that enhance ELR service delivery, streamline internal processes, and strengthen the university's workforce planning capacity.

  • Plans, develops, and implements employee relations strategic goals, objectives, programs, and activities.
  • Analyzes data, generates reports, and collaborates with HRIS to maintain efficient ELR systems.
  • Builds and manages reporting tools to identify trends in employee turnover, complaint patterns, and workplace climate indicators, delivering data-driven insights to inform workforce planning, retention strategies, and organizational decision-making.
  • Partners with the Office of the General Counsel and University Compliance teams to proactively monitor changes in federal and state employment laws, recommending policy updates and adjustments to ensure continued organizational compliance.
  • Manages the continuous review and updating of personnel policies, identifying opportunities to improve clarity, compliance, and effectiveness across the organization.
  • Conducts policy gap analyses to identify areas requiring updates or the development of new policies that address emerging workplace risks, such as out-of-state employment, after-hours communication, and AI usage, ensuring compliance and mitigating potential exposure.
  • Facilitates learning and policy awareness to employees on ELR practices, personnel policies, and investigative protocols by delivering training and coaching to employees while providing support to managers/supervisors on performance management, attendance and leave, administration of discipline, and other employee relations matters.
  • Partners with department leaders to design and implement comprehensive onboarding and mentoring programs that deliver consistent, positive employee experience, reinforce the University's employer brand, and support retention and engagement initiatives.
  • Designs and implement a structured ELR-led management training curriculum, including workshops on conflict management, progressive discipline, inclusive leadership, employee mentoring, and institutional/departmental knowledge retention, to strengthen leadership capabilities and support organizational effectiveness.
  • Analyzes exit interview data and design, implement, and facilitate stay interviews in collaboration with leadership to identify retention challenges and inform succession planning for a strong and sustainable leadership pipeline.
  • Provides consultative coaching to Chairs and Deans on complex employee relations matters, to promote effective decision-making and consistent application of policies, mitigate potential risks, and support consistent, fair outcomes across the University.
  • Collaborates with Internal Audit, General Counsel, University Compliance, and ORED to organize cross-departmental forums on key topics, such as preventing conflicts of interest in research labs, to promote awareness, compliance, and best practices across the University.
  • Provides proactive departmental health checks for high-risk or rapidly growing units, helping identify and address potential issues before they become larger challenges.
  • Develop and maintain an internal repository of anonymized ELR case studies to serve as a training resource and benchmarking tool for continuous learning and best practice development.
  • Serves as the central coordinator for escalated cases involving benefits, conflicts of interest, nepotism, and other sensitive matters, partnering closely with Audit, Compliance, and Legal to ensure thorough review, consistent handling, and risk mitigation.
  • Performs other related duties as required or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position.

Minimum Qualifications

  • Bachelor's degree in a related field and five (5) years of HR experience or Master's degree and three (3) years of HR experience.

  • Workforce Planning experience.
  • Experience with collective bargaining.
  • Organizational Development experience.
  • Experience in conducting workplace investigations.
