About the Position

Career Opportunity:

The city of Las Vegas invites applicants for Systems Administration Specialist. This position installs, revises and maintains network or operating system software, hardware and ancillary software for computer server systems; resolves computer system software problems; and maintains computer server and network equipment.

The ideal candidate will be a systems administration professional with strong expertise in both Windows Server administration and Linux-based systems. This individual will play a key role in maintaining and securing the City's hybrid infrastructure, ensuring consistent uptime, performance, and compliance across mission-critical systems.

Technical Expertise

  • Deep knowledge of Windows Server, Active Directory, DNS/DHCP, Group Policy, and PowerShell for inter-platform support.
  • Significant experience administering, configuring and securing Linux-based systems (preferably Red Hat-based kernels).
  • Strong understanding of server virtualization technologies, backup and disaster recovery, and security hardening practices within the ecosystem.
  • Experience working in AWS and Azure cloud environments.
  • Experience with backup, disaster recovery, and business continuity systems.
  • With respect to Linux, the candidate should have expertise in Linux operating system patching technologies such as Ksplice and YUM/DNF.
  • Strong knowledge of networking and core services (DNS, DHCP, NTP, LDAP, SSH, NFS, SMB, Apache/Nginx).
  • Nice to have: Exposure to Oracle WebLogic Server — deployment, configuration, and troubleshooting in an enterprise or municipal setting.
  • Also nice to have: Experience administering workloads in Oracle Cloud Infrastructure (OCI) and integrating with on-premises environments.

Security and Compliance

  • Strong background in Linux system hardening and sudo access control.
  • Familiar with Oracle and Windows security advisories, CIS benchmarks, and public-sector vulnerability management practices.
  • Knowledge of CJIS, NIST 800-53, and ISO 27001 standards relevant to government information systems.

Collaboration and Communication

  • Partners effectively with application and database teams to optimize performance of Windows and Linux-based systems.
  • Communicates complex infrastructure and security issues clearly to non-technical staff and management.

Type of Examination:

A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from recruitment or removal from a City position. Additional information will not be accepted after the closing date.The supplemental questions are weighted 100% for placement on an eligible list and must be worked on individually by the applicant only.The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.

Eligible List:

You must score 70% or higher on the written examination to be placed on the eligible list.

Selection Process:

Final candidate selection will include list placement and may include hiring interview (if applicable). "Any individual offered employment will be required to pass a pre-employment drug test, complete background check, and may be required to demonstrate the ability to perform the physical requirements of the job." Some positions may require preliminary background checks.

Essential Functions:

  • Ensures employees adhere to established work methods, techniques and schedules, and comply with applicable city and department policies, procedures, standards and specifications; reviews needs with appropriate management staff; allocates resources accordingly.
  • Designs, deploys, maintains and supports the city network infrastructure and server operating system software; installs updates to maximize service as needed.
  • Provides technical support to city staff; responds to requests for service; troubleshoots and fixes network and operating system issues in a timely manner.
  • Provides IT network and operating systems solutions for the city including disaster recovery and business continuity in accordance with regulations; coordinates with vendors and technical staff in other municipalities to facilitate solutions, as required.
  • Assists with developing and recommending updates to department programs, policies, standards and procedures; prepares performance statistics and reports.
  • Identifies and mitigates security risks; analyzes security reports for misuse of the network and operating system software; performs security tests; extracts and interprets data, as directed by management.
  • Assists in planning and preparing for future IT network support and server operating system software needs. Participates in the procurement process, including researching materials, equipment and vendors, assisting with specifications, and requisitioning materials as needed. Evaluates the impact of new system and application software on network systems.
  • Monitors vendors to ensure that work is completed in accordance with specifications, city policies and regulations.
  • Develops recovery procedures to minimize system downtime.
  • Provides technical training to other city staff.
  • Performs administration duties including user account maintenance, performance monitoring, resource utilization monitoring, load balancing and performance tuning.
  • Attends and participates in professional group meetings. Stays abreast of trends, new programs and innovations.
  • Serves as liaison for the department with other departments, divisions, the public and outside agencies. Provides information within the area of assignment. Handles inquiries and complaints from start through resolution in an efficient, courteous and timely manner.
  • Reports the status and resolution of issues with the city network and operating system to management.

When assigned to Network Administration:

  • Create, maintain and update network security services and processes.
  • Administer and monitor the performance of Internet services and processes.
  • Troubleshoot and resolve Web services and network problems; recommend new hardware and software as appropriate.
  • Perform network administration duties including user account maintenance, performance monitoring, resource utilization monitoring, load balancing, security administration and system performance tuning.
  • Assist Development division staff in the use of Internet tools and resources; help resolve application software problems.
  • Develop network recovery procedures to minimize system downtime; provide technical support for maintaining system reliability and availability.
  • Conduct studies for network performance, resource utilization, load balancing and tuning, and to determine the impact of new system and application software on network systems; recommend modifications as appropriate.

Marginal Functions:

  • Maintains system software manuals and reference material; maintains a variety of automated and manual logs, records and files.
  • Operates and secures assigned vehicle and other assigned equipment; determines whether vehicle is in good working order; maintains vehicle in clean and fueled condition.
  • Performs related duties and responsibilities as required.
MINIMUM REQUIREMENTS

Experience:

Three years of increasingly responsible systems administration and network administration experience.

Training:

Bachelor's degree from an accredited college or university with major in computer science or a related field. Specialized training in server or network operating systems is desirable.

May substitute a combination of equivalent education and related experience. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

Licenses and Certifications:

Possession of an appropriate, valid driver's license on the date of application, and maintenance thereafter.

Network administration or Internet administration certificate or training is desirable.

System administration certificate or training in Microsoft and Unix environments is desirable.

Special Requirement:

Certain city functions operate on a 24 hour per day, seven day per week schedule, and may require support on any shift. May be required to respond to calls for assistance during any shift.

Knowledge of:

COMPENSATION

Annual Base Pay Increases

  • Negotiated as part of the collective bargaining process.

Retirement

  • Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the City's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation

  • The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.

Medical, Dental and Vision Insurance

  • Employees are covered the first of the month following date of employment. Five medical plans, two dental and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.

Life and AD&D Insurance

  • City provides $20,000 policies at no cost.
  • Additional voluntary life insurance and AD&D insurance available for purchase.

  • City provides a long term disability policy:
