GENERAL DESCRIPTION
Under the direction of the Recreation Grants Branch Fiscal Manager, this position is responsible for moderately complex (journey-level) Budget Analyst II or highly complex (senior-level) Budget Analyst III preparation, maintenance, operation, and analysis of budget and financial operations for the Recreation Grants Branch of the State Parks Division. This position will be involved with the salary, operating, grant, capital, Full-Time Equivalencies, & reporting of the Branch. Duties also include providing budgetary support and technical assistance to Branch, Division, & Agency staff. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.
Qualifications:
MINIMUM QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's degree.
Experience:
Budget Analyst II: Two years of experience in accounting or financial operations to include budget or closely related field;
Budget Analyst III: Three years of experience in accounting or financial operations to include budget or closely related field working for a State of Texas Agency or Commission or closely related sector.
Licensure:
Applicant must possess or be able to obtain and hold within 30 days of employment, a Texas class "C" driver's license.
ACCEPTABLE SUBSTITUTIONS:
Education:
One additional year of the required experience in accounting or financial operations to include budget or closely related field may substitute for 30 hours of the required education with a maximum substitution of 120 semester hours.
PREFERRED QUALIFICATIONS:
Education:
Graduation from an accredited college or university with a Bachelor's or Master's degree in Business Administration, Finance, Public Administration, Accounting or related field.
Experience:
Government or State of Texas budgeting, accounting and/or financial management experience;
Experience in the preparation and monitoring of State budgets;
Experience working with multiple modules of the State of Texas's Centralized Accounting Payroll/Personnel System (CAPPS) financials system environment;
Experience with administration of State and Federal grants.
KNOWLEDGE, SKILLS AND ABILITIES:
Budget Analyst II-III
Knowledge of office practices and general administrative procedures;
Knowledge of record keeping and records management;
Knowledge of principles and processes for providing customer and personal services including needs assessment techniques and quality service standards;
Knowledge of Texas State Government budget practices and procedures;
Knowledge of Texas Parks and Wildlife budgets and financial systems;
Knowledge of accounting, budgetary, and management principles, practices, and procedures; of forecasting methodologies; of legislative appropriation request and annual operating budget processes; of automated accounting, budgeting, and forecasting programs; of performance measurement and reporting; and of legal restrictions governing allocation of funds;
Knowledge of the elements and lifecycle of State and Federal grant funds;

Skill in using MS Word, PowerPoint, Outlook, and Excel, to include pivot tables, filters and subtotals, formulas, lookups and other;
Skill in effective verbal and written communication;
Skill in with large financial software system, accounting/spreadsheet and database software to analyze and interpret financial data;
Skill in record keeping, records management and accurate data entry into relational databases or spreadsheets;
Skill in managing several projects simultaneously;
Skill in effectively managing daily workload responsibilities to timely meet division goals and deadlines;
Skill in establishing and maintaining effective professional work relationships with co-workers and work-related contacts;

Ability to perform moderately complex (journey-level) budget preparation and analysis work;
Ability to work under work under general supervision, with limited latitude for the use of initiative and independent judgment;
Ability to conduct work activities in accordance with TPWD safety program;

WORKING CONDITIONS
Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday;
Required to work overtime as necessary;
May be required to operate a State vehicle;
Required to travel 5% with possible overnight stays;
Required to perform manual labor including, lifting supplies, and materials up to 20 lbs.;
Must conform to TPWD dress and grooming standards, work rules, and safety procedures;
Non-smoking environment in State buildings and vehicles.
