Under general supervision of the Support Services Manager, the Code Compliance Officer is responsible for enforcement and compliance activities related to various municipal ordinance code regulations. Activities include property maintenance code enforcement, animal control and general business licensing enforcement. Responsible for training and directing the work of Cadets.HOURS8:00 a.m. – 4:30 p.m. Monday – Friday.
EXAMPLE OF DUTIES
ESSENTIAL DUTIESProvides enforcement of City's environmental health code enforcement process including: Routinely observing violations and conducting inspections within the City's jurisdiction.Documenting via computer and notifying residents/businesses of violations of City code.Taking appropriate actions to ensure compliance with City environmental health codes which include conducting follow-up inspections and notifications.Issuing citations and preparing reports for civil or criminal prosecution. Testifying in court regarding violations could be necessary, on occasion.Maintains accurate and timely records associated with code enforcement violations and investigations.Maintains close verbal communications with Environmental Health Specialist staff to problem solve, bounce off ideas and discuss issues/options for compliance.Maintains liaison with City of Bloomington kennel personnel to ensure proper procedures are being followed.Manages kennel contractual agreement with the City of Bloomington and oversees dangerous dog designation processReviews and processes monthly reports received from the City of Bloomington kennel and ensures accountability of all funds.Trains, gives work direction and schedules activities of Cadets.Review and approve Cadet incident reportsManages GUD property abatement and case management in software system as well as work closely with other staff involvedDevelops monthly Cadet work scheduleReviews Cadet body worn camera footage Knowledge of all Cadet duties and responsibilitiesSupports and enforces City policies, procedures, operation and safety rules.Makes recommendations to revise Environmental Health ordinance codes as necessary and completes changes.May attend meetings as division representative, including but not limited to the Administrative Review Committee (ARC), Employee Recognition Team and Technology Team.Assists in coordinating a departmental and/or City-wide team response to unusual or challenging issues involving the area of Environmental Health and Animal Control.Develops, monitors and updates communication outreach efforts regarding the City's Environmental Health Program.Attends code enforcement training presented by the Minnesota Association of Housing Code Officials to maintain a current knowledge of code enforcement issues. Maintains membership in MAHCO.Manages the code enforcement nuisance abatement contract/agreement with private vendors to assist in the abatement of nuisances.Performs other duties as apparent or assigned.COMPETENCIESAbility to lead and train employees.Ability to exercise independent judgment in accomplishing assigned and related activities.Ability to deal with a variety of persons in coordinating efforts.Ability to communicate in an effective, tactful and courteous manner, both orally and in writing.Ability to prioritize, plan and delegate work assignments.Knowledge of animal control ordinances and the awareness, understanding and enforcement of same.Demonstrates ability to maintain composure under pressure and adequately perform the animal control function.Demonstrates ability to operate a computer and accurately type at least 25 wpm.Demonstrated sensitivity to the citizens in dealing with the problems that arise in all responsible function areas.Demonstrates a genuine concern for animal welfare.

Physical DemandsMust be able to perform the physical tasks associated with law enforcement including: Lifting: Able to lift and carry up to a maximum of 100 pounds.Pulling/Pushing/Grappling: Capture, control, move animals from one location to another.Twisting/Turning: Getting in and out of motor vehicle, performing first aid.Hearing: Monitor radio communications, answer inquiries, comprehend work direction.Sight: Read reports, monitor patrol areas, identify vehicles or suspects Standing: Stand for various periods of time, including directing traffic flow and assisting at community events.Sitting: Sit for various periods of time in motor vehicle and at desk.
