Position Objective
This is a Financial Analyst I, II, or III position in Capital Funding Management within MTA HQ Finance Tower. The Financial Analyst I, II, or III provides varying levels of support and analysis, dependent on the level of the Funding Unit. The position supports the Senior Manager and the grants and funding management teams and C&D development staff on the management of federal grant funds, post-grant execution. Responsibilities include, but are not limited to, preparing and issuing federal grant data calls, preparing back-up documents in support of grant budget revisions, amendments, and other administrative changes necessary to maximize spend down of federal funds for the MTA capital programs. This person will also assist in the management, reporting, and efficient use of all capital funding resources, including federal, state, city, other local, and MTA bonds, TBTA bonds, and PAYGO.

Financial Analyst I (Entry): Supports data collection, file prep, and basic analyses; drafts report inputs under close guidance; learns MTA capital funding, IMPACT/PSR workflows; escalates issues to Senior Manager.

Financial Analyst II (Intermediate): Performs end-to-end analyses with limited supervision; prepares periodic funding reports; drafts grant budget revision/amendment backup; coordinates with operating agencies; proposes process improvements for review.

Financial Analyst III (Senior): Independently leads complex funding analyses; prepares budget revision/amendment packages; mentors I/II staff; represents CFM in cross-functional working sessions; identifies risks and recommends mitigations.

Responsibilities
Financial Analysis and Reporting

  • Financial Analyst I: Gather data to help Funding Managers prepare periodic funding updates for senior-level MTA teams, supporting both internal and external reporting on all capital funding sources, including federal, state, city, local, and MTA funds. Collaborates with Project Managers across the six MTA operating agencies to ensure accurate and timely project budget and funding reporting.
  • End Result : Provides timely funding data to Funding Managers as needed for production of periodic reports on the status of capital funds and project updates across capital programs.
  • Financial Analyst II: Prepares periodic funding updates, with supervision from Funding Managers, for senior-level MTA teams. Supports both internal and external reporting on all capital funding sources, including federal, state, city, local, and MTA funds. With supervision, generates a variety of internal and external reports using data from multiple databases, conducting funding, policy, and grant analyses. Collaborates with Project Managers across the six MTA operating agencies to ensure accurate and timely project budget and funding reporting.
  • End Result : Prepare timely reports to Funding Managers for communication to internal and external stakeholders on the status of capital funds and project updates across capital programs.
  • Financial Analyst III: Independently prepares periodic funding updates for senior-level MTA teams, supporting both internal and external reporting on all capital funding sources, including federal, state, city, local, and MTA funds. Independently generates a variety of internal and external reports using data from multiple databases, conducting funding, policy, and grant analyses. Collaborates with Project Managers across the six MTA operating agencies to ensure accurate and timely project budget and funding reporting.
  • End Result : Provides timely reports for communication to internal and external stakeholders on the status of capital funds and project updates across capital programs.

Funding Development and Grant Administration

  • Financial Analyst I: Gather data to help Funding Managers prepare and process grant amendments and budget revisions for FTA approval, ensuring compliance with federal guidelines.
  • End Result : Provides data for a backup analysis workbook to Funding Managers that serves as the source for grant amendment and budget revisions submission to FTA.
  • Linkage of uncommitted federal grant funds in coordination with agency Project Managers and under FTA compliance guidelines.
  • Financial Analyst II: Gather data and prepare, with supervision from the Funding Manager, grant amendments and budget revisions for FTA approval, ensuring compliance with federal guidelines. Manages federal grant spending, produces technical reports, and navigates MTA capital project management, funding, and budgeting systems to deliver accurate and insightful funding and budget analysis.
  • End Result : Deliver backup analysis workbook to Funding Managers that serves as the source for grant amendment and budget revision submissions to FTA.
  • Linkage of uncommitted federal grant funds in coordination with agency Project Managers and under FTA compliance guidelines.
  • Financial Analyst III: Independently prepare and process grant amendments and budget revisions for FTA approval, ensuring compliance with federal guidelines.   • Apply for FTA approval to reprogram excess grant funds to maximize usage of available capital fund sources, thereby reducing pressure/dependency on MTA debt/cash funding.

Data Management and Compliance

  • Financial Analyst I: Gather data to help Funding Managers prepare and process approval documents for funding applications and reporting related to all NYC capital funding and discretionary contributions from state legislators to the MTA through the Dormitory Authority of the State of New York (DASNY) grant process.
  • End Result : Deliver backup analysis to Funding Managers to apply and secure city and state funds to maximize usage of available capital fund sources, thereby reducing pressure/dependency on MTA debt/cash funding.
  • Financial Analyst II: Gather data and prepare, with supervision from Funding Managers, approval documents for funding applications and reporting related to all NYC capital funding and discretionary contributions from state legislators to the MTA through the Dormitory Authority of the State of New York (DASNY) grant process. Use database queries to conduct funding, policy, legal, and grant analyses.
  • End Result : Support team efforts to secure city and state funds to maximize usage of available capital fund sources, thereby reducing pressure/dependency on MTA debt/cash funding.
  • Financial Analyst III: Independently prepare and process approval documents for funding applications and reporting related to all NYC capital funding and discretionary contributions from the Dormitory Authority of the State of New York (DASNY) state legislators to the MTA. Independently generate internal and external reports through database queries and conduct funding, policy, legal, and grant analyses. Collaborates with Project Managers across the six MTA Operating Agencies to ensure accurate and timely submission of project budgets, funding applications, and ongoing reporting.
  • End Result : Apply and secure city and state funds to maximize usage of available capital fund sources, thereby reducing pressure/dependency on MTA debt/cash funding.

Special Projects and Cross-Functional Coordination

  • Financial Analyst I, II, & III: Works on special projects and assignments; coordinates activities with peers.
  • Financial Analyst I: Executes assigned work packages; maintains trackers; schedules/notes meetings; flags variances to the Senior Manager.
  • Financial Analyst II: Coordinates cross-team deliverables and timelines; drafts issue logs and memos; performs QC on data provided by FA I.
  • Financial Analyst III: Leads special projects; defines scope/timeline; synthesizes findings for senior audiences; performs final QC and sign-off recommendations.
  • End Result : Ensures effective support to Capital Funding staff and other MTA teams by delivering timely assistance, fostering collaboration, and maintaining smooth project execution.

Required Qualifications
Financial Analyst – Level I

  • Knowledge of public policy and funding management related to MTA Capital is preferred but not required.
  • Knowledge of capital project budgeting and funding forecasting techniques is preferred but not required.
  • Knowledge of Microsoft Office (Excel, Word, PowerPoint, Access). Macro development, data formula, and database building and pivot table knowledge are preferred. Analysis of large data sets is an important component of this role.
  • Knowledge of the Impact budgeting system and PSR is preferred but not required.
  • Knowledge of TrAMS and the Federal grant application and management process is preferred but not required.
  • Good report writing skills and oral communication skills. Communication and collaboration skills are very important in this role.
  • The individual should be comfortable working as part of a group as well as independently.

Financial Analyst – Level II

  • Must possess experience with public policy and funding management experience.
  • Must possess experience with budgeting and funding forecasting techniques.

Required Education And Experience
Financial Analyst – Level I

  • Bachelor's degree (preferably in finance, business, business administration, economics, or transportation). An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.

Financial Analyst – Level II

  • Bachelor's degree (preferably in finance, business, business administration, economics, or transportation). An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
  • Minimum 2 years of financial (preferably budgeting) experience with a major government or corporate entity. A master's degree may substitute for two years of experience.

Financial Analyst – Level III

  • Bachelor's degree (preferably in finance, business, business administration, economics, or transportation). An equivalent combination of education and experience from an accredited college may be considered in lieu of a degree.
  • Minimum 4 years of progressive financial (preferably budgeting) experience with a major government or corporate entity. A master's degree may substitute for two years of experience.
