JOB SUMMARY

The Regulatory Analyst is responsible for supporting permitting and right-of-way activities while ensuring compliance with federal, state, and local regulatory requirements. This role facilitates, prepares, and manages permits, and ensures operational adherence to applicable laws and conditions of approval.

RESPONSIBILITIES

Right-of-Way (ROW)

  • Manage all Rights-of-Way requests, renewals, payments, and compliance tracking with BLM and other stakeholders.
  • Research, secure, and maintain rights-of-way with agencies and other stakeholders.
  • Oversee renewals, payments, and recordkeeping for agreements.
  • Ensure ROW obligations and deadlines are met to prevent project delays.

Permitting

  • Support preparation, submission, and monitoring of Notices of Staking (NOS), Applications for Permit to Drill (APDs), Sundry Notices, Wildlife Exceptions (WEXs), and other state, federal, or local regulatory approvals.
  • Coordinate with regulatory agencies to obtain timely approvals and resolve deficiencies.
  • Maintain a permitting database with real-time status reporting to management.
  • Support the development of permitting strategies that optimize project schedules while maintaining compliance.

Regulatory Compliance

  • Monitor and ensure adherence to conditions of approval associated with permits and ROW agreements.
  • Review and interpret evolving regulatory requirements, advising management of operational impacts.
  • Support internal audits, agency inspections, and compliance reporting.
  • Collaborate with environmental and operations teams on reclamation, mitigation, and compliance activities.

Cross-Functional and Administrative Support

  • Coordinate with Land, Drilling, and Environmental teams to align permitting and regulatory workflows.
  • Assist with well setup and regulatory data management.
  • Provide regulatory input on special projects and emerging issues.
  • Support annual compliance projects such as reclamation and ongoing maintenance.

HIRING REQUIREMENTS

  • Bachelor's Degree (preferred).
  • 2+ years of experience in U.S. land, permitting, or regulatory compliance.
  • Strong understanding of permitting, surface agreements, and agency processes (BLM, OSLI, State Commissions).
  • Experience with regulatory and land databases; proficiency in agency websites and tracking systems.
  • Excellent written and verbal communication skills, with proven ability to collaborate across disciplines.
  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
  • Willingness to travel to the field as needed.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook).
COMPENSATION AND BENEFITS PACKAGE
  • Salary range: $70,000 - $80,000
