Summary
The primary purpose of this position is to manage and lead the Housing Choice Voucher Program (HCVP) housing counselor and support staff to achieve program and department goals. The incumbent will ensure all related procedures and policies are compliant with HUD, state, and local regulations as well as HACP HCVP policies. The employee will also coordinate, develop, implement, and monitor special projects as necessary.
All activities must support the Housing Authority of the City of Pittsburgh ("HACP" or "Authority") mission, strategic goals and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
Assists with the administration of the HCVP under the direct supervision of the HCVP Director to ensure smooth and efficient operations of the organization.
Fulfills duties delegated by Housing Choice Voucher Program (HCVP) Director
Manages comments, questions or complaints from subordinate staff and/or customers while consistently monitoring customer service for areas of opportunity.
Develops both transformational and transactional leadership concepts to enhance leadership of staff to encourage departmental success.
Provides counseling/coaching to improve workflow, customer service, knowledge base, achievement of department goals as relates to subordinate staff.
Supervises all housing counselor, front desk and some clerical staff.
Trains new staff in job functions.
Manages the work of staff including:
Assigning, planning, and reviewing work,
Evaluating work performance and completing performance evaluations,
Coordinating staff activities, maintaining standards, allocating personnel, selecting new employees, training, acting on employee problems, and recommending and implementing discipline.
Develops and updates reports to track subordinate staff workflow and results toward department strategic objectives. Reports these results to the HCVP Director with recommendations concerning trends, improvements and implementation strategies.
Completes and ensures efficient processing of Section 8 certifications; determines participant eligibility as required; when necessary, conducts home-visits for homebound participants to aid in the certification process.
Processes, enters, and approves assistance payments within predetermined time constraints utilizing specialized housing agency software to expedite accurate disbursement of checks.
Manages the entire annual re-examination process, including any applicable MTW initiatives.
Assures compliance with all specific regulations and measures relating to the Section 8 Management Assessment Program ("SEMAP") or equivalent HUD measure.
Organizes, conducts, supervises, and maintains resources necessary for tenant briefing sessions.
Promptly resolves issues relating to landlords and participants.
Conducts analysis as it pertains to HCVP and Special Programs to determine trends and outcomes.
Performs other duties as assigned.
Education and/or Experience
Bachelor's Degree in business administration, public administration, or related field and a minimum of 6 years' experience in public housing management, including 3 years of supervisory experience with at least 2 years' experience supervising in a union environment. An equivalent combination of education and experience (2 years' experience for 1 year education) may be considered.
Technical Skills
To perform this job successfully, the employee must have strong computer skills (MS Word, Excel, and Access). Must have the ability to learn other computer software programs as required by assigned tasks.

To perform this job successfully, the employee is frequently required to remain in a stationary position. Daily movements include sitting; standing; operating computers and other office equipment; moving about the office; and attending onsite and offsite meetings. The employee must be able to communicate via email and verbally via telephone. The employee must occasionally transport up to 25 pounds.

Employees must have access to 24 hour reliable internet service. Employees must also have reliable transportation to and from work, as well as, to get to and from multiple HACP locations based on business needs and assignments.
Office environment. The noise level in the work environment is usually moderate.
