Come join the EarthScope Global Networks team This Senior Program Manager Global Networks role oversees the NSF-funded Global Seismographic Network and the NASA-funded Global GNSS Network and works closely with the instrumentation and data engineers to ensure optimal network performance and data quality. This position will be critical in setting the agenda for implementation of next-generation infrastructure and processes and will be the EarthScope liaison to critical non-NSF stakeholders that depend on GSN and GGN data.

Salary Range: $168,000 - $190,000 (depending on experience, skills, and qualifications relative to the job requirements)

Position Summary
The Senior Program Manager Global Networks manages a suite of highly complex multi-year projects of significant ($2.5M-$10M est. value) financial impact (Planning, Controlling, Executing, Reporting, and Closing) from when an award is granted to project/program close-out, and represents the organization as the primary contact this program and associated projects. The Senior Program Manager Global Networks accepts sole responsibility for organizational planning. This position leads tasks that involve a high degree of strategic decision making and coordination with internal and external stakeholders and risk management. The Senior Program Manager Global Networks seeks and negotiates for resources from the functional management chain to fulfill programmatic needs and priorities within the project/program scope, schedule, and budget. The incumbent reports directly to the Vice President and collaborates with Senior Management to develop strategic goals. Achievement of objectives requires the ability to influence other internal and external stakeholders. The Senior Program Manager has significant and demonstrated technical project and program management experience in addition to deep and advanced scientific/technical expertise in all areas related to their program.
Details of Responsibilities
General Essential Job Duties:
- Provides technical leadership and oversight in the development and evolution of EarthScope programs.
- Oversees Programs and associated projects with accepted project management practices to manage Scope, Schedule, Cost, and Risk with appropriate change controls.
- Provides support for and interacts with the appropriate advisory committees, which have oversight of the EarthScope programs.
- Represents their EarthScope group and other activities in the EarthScope Consortium Board of Directors meetings along with the relevant Advisory Committee Chairpersons.
- Interacts with the EarthScope CEO and other Senior Managers to ensure effective and efficient collaboration between their program responsibilities and other EarthScope programs.
- Provides advice and guidance to other program/project managers. May supervise one or more Program Managers.
- Where appropriate, interacts with international organizations and like-minded programs to build collaboration and coordination on objectives of mutual interest.
- In coordination with and with approval of the EarthScope CEO and Senior Management, pursues external funding for program support, sustainment, and advancement.
- Prepares the annual and multi-year program plans and budgets as well as Supplemental Funding requests and required supporting documentation.
- Responsible for program property and equipment to ensure proper use, care, and storage.
- Prepares periodic status reports, as requested.
- Coordinates the acquisition of equipment, materials, and supplies needed to support their program.
- Reviews and approves invoices for payment in accordance with EarthScope policies.
- Guides and encourages technology development to improve the technological resources available to their program.
- Serves as the EarthScope Technical Representative overseeing contracts and subawards, as appropriate.
- Provides oversight of programmatic policies, procedures, instruction manuals, and field training materials.
- Represents EarthScope and their program, as appropriate and relevant, with external stakeholders.
- Works with members of the EarthScope community to ensure the availability, quantity, and quality of program resources and capabilities meet research needs.
- Organizes program representation at national and international meetings.
- Other duties may be assigned as necessary for the successful operation of the business.
Leadership and Supervisory Responsibilities:
- Directs and sets priorities for a large team of engineers and project managers, which may require supervision of staff.
- Provides leadership for obtaining new and negotiating existing resources required for programmatic priorities with appropriate functional managers in coordination with other program managers for partial resource requirements.
- Seeks out direction when needed from the Vice President or peers and is expected to independently identify and resolve most issues.
- Actively participates in matters of major operational impact to the organization.
- Takes calculated risks with consultation from other experts, the VP, and Senior Management.
- Fosters a professional culture using strong interpersonal skills.
- Communicates clearly and effectively with other team members to ensure tasks are completed on time and with best practices.
Qualifications
Minimum Education & Experience Requirements:
- Advanced degree or equivalent professional experience in science, engineering, or other related fields.
- At least fifteen (15) years of professional experience in managerial and technical positions.
- Demonstrated geophysical field, instrumentation, and scientific or technical applications expertise.
Preferred Skills:
- At least twelve (12) years of experience in technical or engineering Project/Program management.
- Project Management Professional (PMP) certification or professional education in Project management
Assignment-specific Position Summary
Positions in Instrumentation Services will include job specific addenda that specify and clarify Functional, Programmatic, and any Additional responsibilities that are pertinent to that position. This is in addition to the general Position Description requirements associated with the job title.
Assignment-specific Essential Duties:
Functional Responsibilities:
- Reports to and is supervised by the VP, Instrumentation
- Represents the Global Networks Program at Instrumentation monthly management resource allocations meetings.
- Provides input to hiring managers and supports the resource hiring process - as appropriate to this program.
Programmatic Responsibilities:
- Provides Program Management to the combined GAGE, SAGE, and NGF Global Network Programs
- Provides technical leadership, final review, coordination within EarthScope and with external sponsors and stakeholders for all sensors and systems that comprise the components of the Global Network program
- Responsible for all aspects of scope, schedule, and budget management for assigned programs.
- Leads GAGE, SAGE, and NGF Global Network Programs, including:
- SAGE EAR Global Seismological Network (GSN) Program
- GAGE NASA Global GNSS Network (GGN) Program
- NGF EAR Global Seismological Network (GSN) Program
- Coordinates with VP, Instrumentation for all tasking
- Prioritizes, requests, and reviews resources needed to support the GAGE, SAGE, and NGF Global Network Program
- Acts as the primary Point of Contact related to Global Networks to the NIAC and the GSNAC
- Acts as the liaison with the USGS and ASL for coordinated management and operation of the IU and IC components of the GSN.
Additional responsibilities:
- Coordinating with all Instrumentation Services departments across all EarthScope programs
- Other duties as requested by program managers and approved by functional managers.

- Demonstrated ability to develop and revise budgets and track expenses on monthly, quarterly, and annual periods for complex programs.
- Established experience with and knowledge of the geophysics academic research community.
- Ability to communicate effectively with scientists, technical staff, and the general public.
- Determined, self-motivated, logical, and energetic with a keen interest in learning.
- Capable of working independently with minimal direct supervision.
- Willingness to travel extensively, both nationally and internationally, to visit field projects and participate in meetings and conferences.
- Excellent writing and presentation skills.
Other Requirements:
- Appropriate availability consistent with EarthScope established practices and norms; hours may exceed 40 hours per week, particularly when traveling.
