In San Francisco, Homebridge provides nearly 1/2 million hours of in-home care to more than 1,000 complexly-diagnosed IHSS MediCAL beneficiaries each year, with a staff of more than 300 caregivers. The agency is also the major provider of training courseware to IHSS Career Pathways, a statewide program for government-funded in-home caregivers.

Position Summary

The Senior Director of People, leads the charge in developing and implementing our talent strategy. This leader creatively drives initiatives to improve organizational development, employee orientation and training, benefits plans, policies, and guidelines.

Reporting to our CEO, this role will be instrumental in cultivating the internal values at Homebridge. We require a person who will champion and embody Homebridge' s culture, mission, and values, and ensure that people policies are reflective. Essential Job Functions

  • Serves as a confident authority on all things Human Resources, partnering with a cross functional group of subject matter experts to design and execute our strategy for how we staff, onboard, develop, motivate, retain, and organize work.
  • Represents the People department at the leadership-level and collaborates with peers to ensure fully integrated and seamless oversight of all aspects of Homebridge operations and programs.
  • Collaborates closely with internal and external stakeholders to design highly effective employee programs, encompassing the entire hire-to-retire life cycle and with a focus on continuous improvement and support of positive employer/employee relationships.
  • Cultivates effective teams by recruiting, training, and planning for current needs and future growth.
  • Develops strategies to engage, train, and upskill both our Home Care Professional and administrative workforce.
  • Works with the leadership team to develop a continuum of professional growth and career paths to support the cultivation of talent.
  • Leads a formal performance review process, empowering and mentoring managers and supervisors to provide consistent, open, and constructive feedback to their staff.
  • Designs, deploys and manages a comprehensive benefits program, including wellness and other value-added services.
  • Ensures HR operations and organizational policies and practices adhere to applicable laws and regulations, as well as the values and mission of the organization.
  • Documents HR policies as institutional knowledge to be followed across the organization.
  • Negotiates contractual HR related agreements on behalf of Homebridge, including but not limited to union collective bargaining.
  • Selects and maintains HR technologies that support efficiency and continuous improvement, and stewards HR related data to ensure accuracy and compliance.
  • Plans and maintains budget for areas within scope of responsibility, including but not limited to the implementation, compliance and tracking of all workforce development contracts. Currently includes:
  • A $5 Million dollar contract from the California Workforce Development Board to implement a 2-year VESL program
  • A $350 annual contract with the SF Office of Economic and Workforce Development for our STEPS career ladder program.

Knowledge, Skills, and Abilities

  • Solid understanding of federal, state and city labor laws including FLSA, FMLA, COBRA, EEO, ADA, ACA, immigration, and workplace safety.
  • Expert knowledge in broad range of HR policies, functions, and leading practices.
  • Proven leader in a rapidly evolving, fast-paced organization, with the ability to step into an established organization, quickly gain respect, and methodically implement robust and effective practices and technologies.
  • Demonstrated ability to coach, empower, and develop talent and teams; broker relationships across teams; and promote a culture of self-start, transparency, accountability, and collaboration.
  • Proven strategic planning and project management skills with the ability to translate strategies into actions and effectively manage workload.
  • Superior communication skills across all levels and departments, with an ability to articulate a clear and compelling vision and lead others to implement it.

Education and Experience

At least 10 years of progressive HR experience, including working in a union and/or non-profit environment. A SHRM-CP, SHRM-SCP, PHR or SPHR certification and/or a bachelor's or master's degree in human resources is highly preferred.

Work Environment

This position is hybrid-remote, including at least 2-3 times in-office work per week. This position is primarily sedentary, working at a desk in a temperature-controlled office, in modular office space or an individual office. The noise level in the work environment is usually moderate.
