Job Description And Duties
Hire Above Minimum Information:
The Attorney III qualifies for a Hire Above Minimum" (HAM). The starting salary will be $11,695.

The Attorney level qualifies for a HAM, with the starting salary being: Range A: $8,588 or Range B:$9,666.

With general direction provided by the Assistant Chief Counsel, effectively perform the most sensitive and complex legal work of the Office of the State Controller consistently and with favorable results. This includes preparing or assisting in preparing cases, opinions, briefs, and other legal documents such as memoranda, digests, summaries, and reports on behalf of the State Controller.

Duties performed:

(Candidates must perform the following functions with or without reasonable accommodations.)

  • Provide legal advice, services, and/or legal opinions to the Chief Counsel and/or senior program administrators for SCO internal divisions.
  • Act in an expert capacity regarding legal issues relating to the discharge of the State Controller's Fiscal responsibilities as Chief Fiscal Officer.
  • Perform legal research for a full range of Office programs related to the State Controller's responsibilities as a member of eighty-one (81) special boards and commissions to which the Controller serves as a participant.
  • Prepare cases for hearings involving sensitive, and frequently, complex valuation issues related to tax programs administered by the Office of the State Controller.
  • Represent the State Controller, when assigned, to evaluate, research, or represent legal issues on behalf of Boards, Commissions, and in support of Legislative Committees, and before hearing officers for a variety of fiscal issues.
  • Meet and confer with legal staff from state departments and local governments to seek resolution of problems of common interest.
  • Assist with preparation of cases, which may result in litigation before Administrative Law Judges, or Superior and Appellate Courts.
  • Develop alternate language for proposed legislation affecting Office programs.
  • Present case studies, legal opinions, and arguments before Legislative Committees relative to the State Controller's position on a variety of statewide fiscal issues when assigned.
  • Travel to and from court appearances, between SCO facilities, or to attend assigned conferences, committee meetings, or hearings scheduled.
