The City of Elkhart is taking applications to be part of an award-wining team as a Environmental Compliance Specialist/ Pretreatment Inspector. This is a unique opportunity to join a collaborative and progressive team of environmental investigators working with our industrial customers to ensure compliance with local, state and federal environmental regulations to protect our city's infrastructure as well as local rivers and streams. If you don't meet all of the qualifications, you may still be considered depending on your level of experience.

Pay is up to $57,400 annually.

Responsibilities of this position include:

  • Inspect and monitor industrial, commercial facilities, Food Service Establishments (FSE's) and dental facilities.

  • Review site plans, plumbing plans and reports to determine completeness, accuracy and compliance with applicable local policy, ordinances and federal regulations

  • Draft and review industrial discharge permits and FOG certificates.

  • Perform inspections, enter data and generate reports using a variety of software applications on mobile devices and desktop computers.

  • Monitor for hydrogen sulfide, collect data and determine compliance.

  • Enter data and generate reports using a variety of software applications on mobile devices and desktop computers.

  • Prepare semi-annual invoices for all industrial pretreatment charges, fines and penalties for industrial users and FSE's.

Qualifications for this opportunity include:

    • Ability to be mobile in a variety of work environments including climbing steps, ramps, ladders and entry of confined spaces.
    • Must possess sufficient physical strength and agility to perform regular lifting and moving of materials to reach overhead, bend down, walk, climb or crawl to access and maintain equipment.
    • Logical or scientific thinking to solve problems and ability to solve algebraic and mathematic functions.
    • Ability to read and understand O & M manuals, safety policies, procedures and written instructions.

JOB SUMMARY

Under the supervision of the Pretreatment Manager, Pretreatment Inspectors are responsible for ensuring compliance with the US EPA National Pretreatment Standards, City of Elkhart Wastewater Use Ordinance and Fats, Oils, and Grease (FOG) Programs.

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Inspect and monitor industrial, commercial facilities, Food Service Establishments (FSE's) and dental facilities.
  • Review site plans, plumbing plans and reports to determine completeness, accuracy and compliance with applicable local policy, ordinances and federal regulations
  • Draft and review industrial discharge permits and FOG certificates.

OTHER DUTIES AND RESPONSIBILITIES

  • Collaborate with Pretreatment Team to establish monitoring and inspection assignments.
  • Maintain industrial samplers and grease control device testing equipment.
  • Use a variety of computer software such as WORD and EXCEL to prepare letters and mailings as well as calculate program charges.
  • Schedule and conduct follow-up monitoring and inspections.

EDUCATION AND EXPERIENCE

  • Valid Driver's License.
  • A minimum of three (3) years of industrial pretreatment experience with strong references may substitute for educational requirements.
  • Must have or be able to obtain within 3 (three) years, Indiana Department of Environmental Management Class B Municipal Operator's license.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Industrial pretreatment experience preferred.

WORKING CONDITIONS

  • Wastewater environments present chemical, biological and physical hazards.
  • Employees must be able to wear and use a variety of personal protective gear to prevent exposure to these hazards.
