Salary Incentives: The following shall be applied to base salary upon hire as applicable/assigned:
- 3% incentive for Spanish Intermediate Level
- 5% incentive for Spanish Advanced Level
- 3% incentive for Associate's degree
- 6% incentive for Bachelor's degree or higher
Benefits include:

(Download PDF reader) Currently, the employee-paid premium is approximately $56 per month for employee-only coverage up to a max of $140 per month for family coverage.
- City-paid contribution to a VEBA Trust account for out-of-pocket healthcare expenses. Currently, the annual contribution is $1,000 for employee-only and $2,000 for employee plus dependent(s).
- Paid time off:
- 18 hours of vacation leave per month, with progressive increases based on years of service.
- 8 hours of sick leave per month
- Excellent retirement benefits:
- City-paid participation in the Oregon Public Employee Retirement System (OPSRP and IAP)
- City-paid contribution (2.5%) into pre-tax deferred compensation plan

Essential Functions/Duties & ResponsibilitiesThis position is responsible for perform a wide range of duties in support of in the interpretation and enforcement of adopted codes and related rules and regulations, includes animal control, traffic control, and minor traffic crash investigation; and performs related work as required.
The duties listed are intended only as illustrative examples of the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. These examples are not necessarily performed by all incumbents and do not include all specific essential functions and responsibilities the incumbent may be expected to perform.
- Responds to complaints of reported City Code violations relating to signing, nuisances, animals, noise, garbage dumping, alarms, abandoned vehicles, or other code-related matters. Conducts field investigations of potential violations; gathers evidence; questions or interviews complainants, witnesses, and suspects; compares facts to code requirements; makes findings; and issues warnings; correction notices, or citations. Enforces disabled parking ordinances and statutes as approved by the Police Chief.
- Takes reports from victims of crimes where there are no significant leads or identifiable suspects and where immediate investigative follow-up is not needed.
- Reports may include, but are not limited to, stolen autos, runaway juveniles, bike thefts, thefts from vehicles, vandalism, and City code violations.
- Assists with traffic control at traffic collisions. Facilitates the exchange of information on non-injury traffic collisions. Responds to traffic hazards and disabled vehicles.
- Performs animal apprehension, transport, rescue, and control work.
- Provides comprehensive non-sworn staff support to the Police Department on a wide variety of programs, projects, and services.
- Transports victims, witnesses, and equipment as needed. Picks up and processes found property. Provides logistical support at crime scenes.
- Coordinates with other department units; City Planning, Building, and related departments; prosecuting attorneys; and other staff or agencies as needed.
- Reviews cases being prepared for trial with emphasis on the evidentiary and legal issues crucial to successful prosecution. Prepares detailed reports of activities and investigations made; consults with prosecutors and prepares case reports for court action; testifies in court.
- Represents the City of Albany by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor. Regards everyone, internal and external, as a customer and deliver the best service possible in a respectful and patient manner.
- Works to create a high-performance work culture by demonstrating a positive attitude and modeling the City's mission, vision, and values. Conducts self with high integrity, proactive in conserving City resources, and seeks and incorporates customer feedback for ongoing performance improvement. Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality customer service.
- Serves as a member of various City committees as assigned.
- Assists other staff in the performance of their duties as assigned and may provide training and orientation to newly assigned personnel.
- Maintains regular job attendance and adherence to working hours.
- Operates a motor vehicle safely and legally.
- Performs other related duties as required/assigned.
Works under the supervision of the Community Resource Unit Lieutenant.
This is a non-supervisory position. Lead work/coordination of work of others is not a typical function assigned to this position. Incumbents in this position may provide training and orientation to newly assigned personnel.
Qualifications & RequirementsEducation & Experience
A high school diploma or its equivalent
and
two years of customer service experience.
Or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.
Preference may be given for bilingual skills.
Special Requirements
- Must pass a thorough background investigation and integrity interview including criminal history and driving check. Records of felony convictions or disqualifying criminal histories are prohibited.
- Possession of or ability to obtain a valid Oregon driver's license and a driving record that meets the City's driving standards.
- Must be available to work all shifts, weekends, and holidays as needed.
- The individual shall not pose a direct threat to the health or safety of themselves or others.
Knowledge, Skills & Abilities
Knowledge of: the use of computers including word processing and specialized software; motor vehicle; phone; mobile or portable radio; copy and fax machines; sound or distance measuring equipment; and any other related equipment and tools.
Skill in: operating modern office equipment including computer equipment and specialized software application programs; motor vehicles; defensive tools; radio communication equipment; and operation of listed tools and equipment used.
Ability to: learn the applicable laws, ordinances, and department rules and regulations; communicate effectively orally and in writing; prepare, write, organize, and maintain reports; testify in court in an objective, concise, and professional manner; handle stressful situations and effectively deal with difficult or angry people; effectively and safely deal with animal complaints which may include dangerous, injured, or dead animals that are a threat to public safety, proper use of animal control equipment, handle junk and trash complaints, process and enforce abandoned vehicle codes, enforcement principles and police operations, community policing concepts, community resources; communicate effectively, verbally and in writing; understand and carry out written and oral instructions; establish and maintain effective working relationships with employees, other departments, and the public.
Work Environment
In the performance of the job duties, the employee will be working both in the office and in field settings. Outdoor work is required in the investigation of various code violations and other matters. Certain duties could place the employee in contact with biohazards such as blood or other bodily fluids, chemicals, or controlled substances. The employee will usually work outside in a broad range of weather conditions and will occasionally work in an office setting. Duties performed in an office environment are under usual office working conditions. The noise level in the work area is typical of most office environments, with telephones, interruptions, and background noises. The noise level in the outside work environment is usually moderately noisy. Occasional travel includes local and regional meetings, and regular visits to work sites that may contain chemicals, machinery, or heavy equipment. This position may regularly be required to work evenings and weekends.
