The Senior Business Analyst III will play a critical role in the successful delivery of the BIS IT Modernization Project, a federal initiative mandated by the BIS IT Modernization Act to enhance national security through improved control of sensitive U.S. technology exports. This role is responsible for eliciting, analyzing, documenting, and validating business and functional requirements to support the modernization of BIS's legacy systems.

Responsibilities:

  • Lead requirements elicitation and analysis for large, complex IT modernization programs and system integrations.
  • Translate business needs into functional and technical specifications, ensuring alignment with mission and enterprise architecture.
  • Facilitate workshops, interviews, and stakeholder sessions to gather, document, and validate business and system requirements.
  • Develop detailed process maps, user stories, and acceptance criteria in support of SAFe Agile delivery frameworks.
  • Collaborate with technical leads, developers, and product owners to ensure accurate implementation of business requirements.
  • Analyze and document as-is and to-be business processes, identifying opportunities for automation, efficiency, and modernization.
  • Support test planning and user acceptance testing (UAT) to validate solution functionality against business needs.
  • Conduct impact analyses, feasibility assessments, and risk evaluations to guide decision-making and change control.
  • Communicate complex findings and recommendations through clear reports, dashboards, and executive briefings.

Requirements:

  • Bachelor's degree in Business Administration, Information Systems, Computer Science, or related field required; Master's degree preferred.
  • 8+ years of progressive experience in business analysis, requirements management, or IT project support, preferably in federal or large enterprise environments.
  • Proven ability to analyze, document, and improve business processes using BPMN or similar modeling standards.
  • Experience developing functional requirements, user stories, acceptance criteria, and data flow diagrams.
  • Familiarity with system integration, data migration, and IT modernization initiatives.
  • Proficiency with requirements and collaboration tools (Jira, Confluence, Azure DevOps, Miro, Visio).
  • Excellent analytical, critical thinking, and communication skills, with ability to bridge business and technical teams.
  • Candidate must possess an Active Secret Security Clearance or the ability to obtain and maintain one.

Preferred Qualifications:

  • Understanding of export control regulations such as the Export Administration Regulations (EAR) and BIS mission.
  • Experience working with licensing, enforcement, or compliance systems in a national security or regulatory context.
  • Experience in data modeling, system integration planning, or enterprise architecture alignment.
  • Familiarity with cloud modernization programs, data analytics platforms, or digital transformation projects.
  • One or more professional certifications strongly preferred: CBAP, PMI-PBA, or Agile Business Analyst (IIBA-AAC).
  • Knowledge of federal IT governance, compliance, and reporting frameworks (OMB, NIST, FISMA).

Writing/Communication:

The employee may support federal programs under contract. Contract compliance activities, including scope of work, deliverables, and reporting on contract management activities to Company leadership is required. Ability to clearly articulate and provide technical guidance and assistance to senior agency program managers in the application of the advanced principles, practices and techniques of a specialized field of engineering/science.

Teleworking: The company has a hybrid remote policy for all employees and is dependent upon the type of position. This position may be assigned to support a federal contract, or to work in office. The Company's teleworking eligibility may not apply if the employee is supporting a federal services contract. In this instance, the employee may be subject to federal telework policies and may be required to work onsite in the federal facility when requested.

Position Sensitivity and Risk Designation: Moderate Risk

The position may support federal or state contracts. When required, the employee must at least go through a basic background check that can yield a public trust designation to make sure you are reliable, trustworthy, and suitable for the job. A moderate risk

position is likely to produce a fair amount of harm or serious damage to the public's trust. The agency with whom the contract is with, will ask you for the necessary personal information to start the background investigation process. The amount of information you'll need to give depends on the contract award. Following the investigation, the agency will make their trustworthiness determination.
