PROJECT DESCRIPTION & MINIMUM SKILLS REQUIRED:

The consultants will be responsible for transitioning legacy systems (PEN, MS Access, Mainframe) into GoldKey, ensuring data integrity and validation throughout the migration process. Their expertise is crucial for embedding Impervious Surface Reviews into Paving & Drainage workflows, optimizing the Building Permit process, and implementing automated workload assignment features. They will also facilitate compliance with impervious surface review regulations, environmental and historical preservation requirements, and municipal Sewer Extension Permits.

" C#- Proficient in object-oriented programming (OOP), NET framework, debugging, and writing clean, maintainable code.

" JavaScript & Query - Strong grasp of core JavaScript concepts, DOM manipulation, asynchronous programming, and AJAX for dynamic web interactions.

" Oracle & SQL - Expertise in PL/SQL, query optimization, and writing efficient queries, stored procedures, and database normalization for structured data management.

" MVC Framework - Ability to implement MVC architecture, routing, and security best practices to streamline development workflows.

" Windows & Web Services - Experience with Windows application development, RESTful/SOAP APls, and authentication mechanisms for secure system integrations.

" SSIS & SSRS - Deep understanding of ETL processes, data transformations, performance tuning in SSIS, and designing, deploying, and integrating reports in SSRS for efficient data reporting.

Experience with Large-Scale Systems - Practical knowledge of modernizing and integrating multiple applications, supporting county-wide permitting and review processes, and migrating legacy systems (PEN, MS Access, Mainframe) into modern platforms.

Project & Process Automation - Ability to work with automated workflows, develop customer-facing applications, and implement online submission, tracking, invoicing, payments, and ECM integration for enhanced operational efficiency.

" Strong Communication & Collaboration Skills - Attention to detail, proficiency in written/verbal communication, and ability to coordinate with cross-functional teams,including county analysts and vendors.

MINIMUM EDUCATION & EXPERIENCE REQUIRED:

Prior work in government agencies or organizations managing large-scale data migrations and system integrations preferred.
