We are seeking a highly experienced and visionary leader to serve as the Head of Platform Governance and Strategy. This executive role oversees the programs that protect the integrity of eBay's online marketplace and its subsidiaries by ensuring safe, compliant, and trusted experiences for buyers and sellers at scale.

The successful candidate will lead the team responsible for product safety, prohibited and restricted items, intellectual property and anti-counterfeiting programs (PRPS & IP). They will provide strategic direction, implement robust end-to-end governance and operational processes for the full lifecycle of platform inventory governance—risk intake, detection, enforcement and quality assurance—maintaining clear policies and customer-facing messaging as well as partner with the product and engineering teams to develop capabilities and run effective programs.

Responsibilities
Governance & Program Management

• Lead the end-to-end governance processes for PRPS & IP risk identification, prioritization, action alignment, and effectiveness evaluation.
• Drive alignment across stakeholders on risk-mitigation actions and ensure progress is tracked through clear milestones.
• Evaluate the effectiveness of detection, enforcement, and remediation actions through data-driven reviews.
• Lead horizontal activities such as eBay's VeRO or repeat violator programs.

Operations & Planning

• Oversee operational excellence by defining and managing key input/output metrics and operational performance measures.
• Establish a risk-based framework protecting the community in the highest-risk, highest-impact areas whilst minimizing the tax on eBay's business and sellers.
• Establish clear operating rhythms and reporting frameworks to provide transparency to leadership and stakeholders.
• Lead the annual and quarterly planning processes for platform governance priorities.

Policy & Standards

• Own the development, drafting, and updating of marketplace policies, ensuring they remain accurate, comprehensive, and customer-focused.
• Oversee policy content creation for customer-facing channels, ensuring clarity and actionability.
• Collaborate cross-functionally to align policies with legal and regulatory requirements and business needs.

Leadership & Collaboration

• Build, mentor, and inspire a high-performing team.
• In partnership with the VP, work closely with product, risk, engineering, legal, and customer support teams to ensure excellent delivery of the Compliance Initiative including identifying dependencies, seeking root cause drivers of issues, and removing blockers.
• Represent platform governance and Compliance Initiative with senior leadership and external stakeholders where required.
• Lead ad-hoc, high-priority special projects with cross-functional complexity and crisis management.

Qualifications

• 15+ years of experience in governance, risk management, compliance, or related fields, preferably in technology or online marketplaces.
• Proven success in leading complex, large-scale, cross-functional programs in technology, e-commerce, or otherwise regulated environments.

The applicable base pay range for this position is dependent on work location. The base pay range in the San Francisco Bay Area, New York City Metro and Seattle Metro is expected in the range below:

$234,000 - $312,400

The base pay range for all other U.S. work locations is expected in the range below:

$181,200 - $264,300

Base pay offered may vary depending on multiple individualized factors, including location, skills, and experience. The total compensation package for this position may also include other elements, including a target bonus and restricted stock units (as applicable) in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as PTO and parental leave). Details of participation in these benefit plans will be provided if an employee receives an offer of employment.
