The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Friday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Details will be discussed during the offer process for selected candidate(s).
LocationThe City and County of Denver supports a hybrid workplace model. In this position, you can expect to work in the office a minimum of 3 days per week. Employees must work within the state of Colorado on their off-site days. The office for this position is located at 201 W. Colfax Ave. a minimum of 3 days per week.
What You'll DoDenver's Department of Public Health and Environment (DDPHE) is dedicated to advancing Denver's environmental and public health goals. DDPHE works collaboratively with city, state and community partners to conduct education, community engagement, and enforcement to promote healthy people, healthy pets, and a sustainable environment. DDPHE oversees a number of services related to public health and the environment and is comprised of seven divisions: Division of Shared Services and Business Operations; Community & Behavioral Health; Public Health Investigations; Denver Animal Protection; the Office of Medical Examiner; Emergency Management and Medical Operations, and Environmental Quality. The Community & Behavioral Health division has an opening for a Program Coordinator. This position will support Roads to Recovery (R2R) by managing contracts, invoices, and relationships with providers who deliver behavioral health and stability services to our program participants. This position will ensure that service delivery is occurring as defined in contracts and will intersect with case managers and other staff providing direct services to ensure follow through with designated providers. This will include regular meetings with providers to ensure compliance and address barriers to service delivery, drafting and communicating invoicing and reporting practices/protocols to vendors, and providing regular updates and recommendations to their supervisor to improve service delivery.
As the Program Coordinator, you will work closely with additional R2R team members within DDPHE and other city agencies to ensure access to behavioral health and support services as part of Roads to Recovery. R2R supports Mayor Johnston's 2025 "All In Mile High Goal" to bring 2,000 people off the streets and into temporary housing, and another 2,000 into permanent housing. R2R continues to be a coordinated effort towards an intervention, treatment and rehabilitation pipeline. R2R provides intensive case management and access to treatment and other services that support individual recovery. This program is a collaboration amongst many city agencies including the Office of Social Equity and Innovation, the Department of Safety, and the Office of Housing Stability.
Job duties and responsibilities of this position include, but are not limited to, the following:
In collaboration with team and leadership, develop, implement, monitor, and evaluate behavioral health service accessibility.
Serve as a point-of-contact for vendors and R2R staff regarding inquiries/requests and status of a participant's service.
Provide oversight of select R2R vendor contracts utilizing multiple funding sources.
Oversee city requirements specific to assigned contracts including budgeting, invoicing, reporting, and contracting; work with DDPHE fiscal team and city partners to ensure requirements are met and City policy is adhered to; proactively track invoice processing and payments.
Maintain ongoing communication with vendors, contracting team, data team, fiscal team, and direct service teams.
Manage program data collection, analysis and reporting related to vendor payments and contracts.
Participate in regular evaluation of vendor performance.
Continuously assess service accessibility and delivery needs; use data to demonstrate quality performance and help identify how activities may be modified and pilot initiatives explored; work with R2R team to determine and strategize any programmatic changes needed.
Specifically, the Program Coordinator will:
Coordinate and provide support for R2R contracted services, which may include confidential or/or protected data.
Assist with the design, organization, establishment, and revision of work processes to support R2R behavioral health service delivery.
Coordinate, develop, and communicate operational practices, issues, and procedures.
Develop and maintain relationships with both internal and external stakeholders associated with R2R to ensure up-to-date information is communicated and processes adhered to by R2R service providers.
Support development of resources tailored to individual provider needs including referral and intake processes, bidirectional communication, workflow processes, and data collection tools.
Provide training and technical assistances to vendors for effective service navigation, utilization, and payment.
Research and prepare reports and summarize or compile data. Verify information and share recommendations for process improvement.
Identify opportunities to improve access to care.
Respond to inquiries from stakeholders over the phone, via email, or in person; resolve potential problems and address pertinent issues.
Maintain knowledge of program-specific priorities, key partners, and best practices.
Along with all department staff, this position will actively participate on an emergency preparedness and response team to support DDPHE's responsibilities outlined in the City's Emergency Operations Plan. This may require being 'on-call' from time to time to help respond to emergencies. Additional training commensurate with assigned duties will be provided.

Experience with at least one of the following topics: health education, mental health, substance use, homelessness, and criminal justice system involvement.
Knowledge of mental health and substance use treatment and recovery services.
Experience with harm reduction framework and best practices, housing-first models, or person-centered care.
Experience with contract management, invoice processing, and/or health care billing.
Exceptional organization skills and attention to detail, including the ability to create, follow and train others on standard processes.
Excellent verbal and written communication skills.
Excellent customer service skills, along with initiative, empathy, flexibility and patience, which will translate to work with community partners.
Education requirement: Bachelor's Degree in Public Health, Environmental Health, or in a related field based on a specific position.
Experience Requirement: One (1) year of professional experience conducting research and analysis on a variety of environmental or public health issues or conducting environmental or public health inspections and investigations to ensure compliance with regulations and standards.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
License/Certifications: Requires a valid Driver's License at the time of application.
Licenses and certifications must be kept current as a condition of employment.
