Modern Technology Solutions, Inc. (MTSI) is seeking a highly skilled Senior Technical Advisor, Cloud/Software Development to serve as the right-hand technical expert to the Senior Program Manager. This critical role is responsible for providing expert guidance and technical leadership across the full lifecycle of a multi-tiered, multi-security level Special Access Program (SAP) cloud development, delivering a next-generation Command, Control, and Communications (C3) system.

The ideal candidate will have a robust background in advanced network architectures, cloud-native solutions, and modern software development practices within high-stakes, competitive, and secure environments, particularly within the Department of Defense (DoD) or Intelligence Community (IC).

Key Responsibilities:

Networking and Cloud Architecture

  • Serve as the technical authority on the design, development, and secure implementation of advanced network architectures, including Wide Area Networks (WAN), software-defined networking (SDN), and virtualization within a multi-level security (MLS) SAP cloud environment
  • Lead the strategic development and deployment of scalable cloud architecture solutions, focusing on maximizing performance, security, and cost-effectiveness for the C3 system
  • Explore and develop next-generation technologies like edge computing and cloud-native architectures to enhance system capabilities and operational efficiency
  • Produce comprehensive technical documentation to assist with data center design and administrative WAN buildout

Software Development and Technical Strategy

  • Lead technical discovery, framing, and value stream mapping to determine architecture requirements for modern software development and data analytics pipelines
  • Guide software development and engineering teams, coaching them through lean/agile principles and practices to ensure continuous learning iterations lead to intentional, cutting-edge software solutions
  • Develop and implement strategic security solutions, assess vulnerabilities, and design cutting-edge digital technology solutions for secure software development strategies
  • Collaborate with government and industry teams to shape overarching product strategies, synthesize stakeholder demands, and prioritize Minimum Viable Product (MVP) releases
  • Identify technical data requirements and implement architecture plans for the entire DevOps organization's path to production

Leadership, Program Support, and Communication

  • Provide expert critical thinking and problem-solving for complex technical issues, directly supporting a program managing a multi-billion dollar SAP solution
  • Deliver proof-of-concept demonstrations, technical data packages, and comprehensive white papers to support the efficient implementation and integration of advanced solutions
  • Serve as a trusted technical advisor to senior leaders on complex security issues and emerging technologies, providing strategic direction in technology implementation

Required Qualifications

  • 15+ years of proven experience (5+ years) in cloud architecture, networking, and software development leadership roles within national security or public sector environments.
  • Expertise in cloud-native architectures (e.g., VMWare, Azure, CloudOne, Platform One/Party Bus) and implementing secure, scalable solutions
  • Demonstrated experience in Project and Program Management or providing technical leadership for large-scale, complex programs, ideally within a Special Access Program (SAP) environment
  • Exceptional communication and collaboration skills to effectively engage with senior leaders, development teams, inter-agency partners, and international teams

Preferred Qualifications

  • Knowledge of Artificial Intelligence (AI) technologies including machine learning, natural language processing, generative AI, and responsible AI
  • Experience with Ethical AI Implementation and policy development, such as addressing security and ethical considerations in AI deployment, or contributing to AI risks and mitigations for policy repors
  • Familiarity with the applicability of adversarial attacks in real-world AI systems, AI Red Teaming, and identifying vulnerabilities across the AI supply chain

Education Requirements

  • Bachelor's Degree in Systems Engineering, Engineering Management, Computer Science, or a related technical field
  • Advanced Degree (e.g., Master of Science in Cybersecurity Risk and Strategy, or similar) DESIRED

  • Must have a current TS/SCI clearance and be eligible for special program access
