$50, $300,000.00DISTINGUISHING CHARACTERISTICS OF WORKThis is a professional, administrative and supervisory position under the direct supervision of the Director of Parks & Recreation. The incumbent in this position plans, organizes, supervises and directs the operation, maintenance and construction of public parks, parkways, buildings and grounds. In the absence of the Director, the Deputy Director is the administrative head of the Department.
ESSENTIAL EXAMPLES OF DUTIES
The following illustrates examples of some of the essential duties and responsibilities of the Deputy Director of Parks & Community Engagement. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Director.
• Assists the Director of Parks & Recreation in the supervising and directing of all section work and personnel relating to the operation, maintenance and construction of City grounds to include public parks, parkways, playground areas, building, grounds and land adjacent to public buildings.
• Supervises and directs routine and major work projects according to condition and expected use of areas.
• Resolves work problems.
• Inspects and reviews work performance, methods and progress of park maintenance crews engaged in the operation and maintenance of public parks, parkways and in the planting of flowers, lawns, shrubs and other plants, public facilities and ball fields.
• Recommends purchase of related mechanical equipment; prepares estimates of time and materials.
• Prepares equipment specifications and lays out planting designs, as well as supervises landscaping and masonry construction.
• Coordinates section activities with other departments and agencies.
• Coordinates construction work with other departments and private contractors.
• Assists in the preparation of preliminary budget estimates.
• Prepares correspondence and reports for materials, equipment, personnel and work in progress.
• Takes remedial action on complaints regarding park maintenance services and facilities.
• Checks time cards and supervises the maintenance of records.
• Reviews performance ratings of employees and provides employee counseling.
• Observes and reviews the work of employees for compliance with rules and regulations and to ascertain status of employee's training and development.
• Coordinates with other governmental or private agencies.
• Performs other related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES
• Thorough knowledge of the administration, operation, maintenance and management of a large park.
• Thorough knowledge of methods, supplies, and tools used in planting, cultivating and caring for flowers, lawns, shrubs, plants, trees and public park landscaping.
• Thorough knowledge of the principles of management, administration, budgeting, supervision, training, and public relations, in the Department of Parks & Recreation.
• Working knowledge of approved methods, fungicides, insecticides and pesticides used in pest control and eradication.
• Ability to appraise workloads, plan work schedules, supervise a large section of park maintenance personnel.
• Ability to prepare comprehensive reports, plans and estimates.
• Ability to maintain effective working relations with subordinates and the public.
• Ability to develop a section budget.
• Ability to plan a section program.
• Ability to establish good working relations with other administrative and elected officials.
PHYSICAL REQUIREMENTS
The following are some of the physical requirements associated with this position. Reasonable accommodation may be made by the City to enable an individual to perform the essential duties/functions of the position.
• Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
• Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
• Work is performed indoors within a quiet to moderately noisy environment.
• Must be able to lift, carry and or push articles weighing up to 20 lbs.
MINIMUM TRAINING AND EXPERIENCE
• Associate's degree or 60 semester college credits from an accredited school/institution with courses in park administration, horticulture, landscape architecture, or a closely related field; and three years of paid supervisory work experience in park operations, maintenance or construction; or
• Minimum of ten years of professional work experience in a supervisory position relating to park operation, maintenance and construction; and
• Possession of a valid State of Florida driver license.
