The EDA Grants & Economic Recovery Specialist will serve as NRC's in-house subject-matter expert on EDA funding. The role involves developing funding strategies, coordinating with eligible applicants (utilities, local governments, and non-profits), preparing application materials, and supporting post-award compliance and reporting.

You'll translate complex EDA guidance into actionable steps for clients — connecting disaster impacts, economic development goals, and eligible project scopes into fundable concepts.

Key Responsibilities

  • Monitor and interpret EDA Notices of Funding Opportunity (NOFOs), FAQs, and guidance updates.
  • Assess client and project eligibility under EDA's Public Works, Economic Adjustment Assistance, and Disaster Supplemental programs.
  • Develop concept papers, project narratives, economic impact analyses, and cost-share justifications.
  • Coordinate with EDA Regional Representatives and federal partners on eligibility and application requirements.
  • Prepare full EDA applications in and EDA EDGE portals, ensuring all attachments and forms meet technical requirements.
  • Assist in project budgeting, cost estimation, and match documentation.
  • Support post-award compliance, quarterly reporting, and EDA performance metrics tracking.
  • Provide technical guidance to clients on procurement, Davis-Bacon, and 2 CFR 200 compliance.
  • Maintain repository of EDA templates, checklists, and examples to streamline future applications.

Required Qualifications

  • Bachelor's degree in Public Administration, Economics, Planning, Engineering, or related field (Master's preferred).
  • 3+ years of experience with federal grant programs, ideally including EDA, FEMA, HUD, or DOE.
  • Familiarity with 2 CFR 200 and federal cost principles.
  • Strong writing and analytical skills — able to synthesize data into clear, compelling funding justifications.
  • Experience managing or writing complex multi-stakeholder grant applications.
  • Proficiency with Excel, , and online data portals (Census, BEA, etc.).
  • Excellent communication and coordination skills for working with government and utility clients.

Preferred Skills

  • Experience with EDA Economic Adjustment Assistance or Disaster Supplemental programs.
  • Knowledge of economic impact modeling, infrastructure resilience, or disaster recovery planning.
  • Prior work with electric cooperatives, utilities, or local governments.
  • Familiarity with FEMA Public Assistance and mitigation programs (to align PA/EDA efforts).
  • PMP, CFM, or GPC certification a plus.
